If the police arrest the offenders, and subsequently prosecute them before a court, the lawyers for the defendants could pray the court to declare the particular provision of the Electoral Act, limiting campaign donations, as unconstitutional. The lawyers could cite the constitutional provisions guaranteeing freedom of speech to every Nigerian. Campaign donations are certainly a form of speech.
