Hello!! Please give us results, not what he supposedly did

I am confused ... to really understand this your question so that I can respond accordingly I would like you to give me more context by answering the following questions.

1. The results from how APC has so far has fought corruption in her states
2. The results of buhari's fight against corruption.

With that i can answer you question better

You demonise the opposition about the FOI, and i exposed your fraudulent attempt, by stating the opposition has been the vanguard of the FOI.
Please, tell me PDP states that have domesticate FOI.
You love to spin tales and demonise the opposition, there is a log in your eye, you are talking of the speck in the eye of the APC. Is that not shameful?

I am not pro PDP, because I believe PDP as a party is same as APC. with the high level defection from both camps it is right to say they are both made up of similar people.

I have different approach toward politics. I do not support parties I support candidates. GEJ is my candidate (PDP), Rochas of Owerri is my candidate(APC) , Fashola of lagos state is my man (APC) , Akpabio of Akwaibom is my man (PDP), Willie Obiano of Anambara is my man (APGA) etc.

I am not spinning tales to demonize the opposition but I am asking valid question ... presenting my convictions.

The reason I am addressing APC states as a party is because APC is against my Candidate. For me it is GEJ against APC, not PDP against APC.
GEJ has implemented this bill what has APC states done to domesticate it in their states.

Both strategies work together to ensure stealing is reduced to a tolerable minimum. Your prevention strategy is very much weakened in the absence of a prosecution strategy. Lack of prosecution is an incentive for more people to steal.

Yes both strategies work hand in hand. My statement does not state that GEJ never pursed prosecution. Infact the EFFCC have prosecuted around 427 case of corruption in 3 years.
All I basically brought light was that GEJ's strategy was more Prevention focused than Prosecution. and that of buhari was more prosecution focused instead of prevention.
If I were to chose One strategy over the other. I would chose prevention over prosecution.
Moreover if you read the summary of my post I highlighted the fact that to defeat corruption going forward he needs a robust strategy.

prosecution is not a short term strategy, it is a permanent strategy! No prevention strategy can provide 100% assurance that fraud/stealing will not occur. Corrupt people must go to jail to discourage others.
Who told you there are no systems/structures in place even before GEJ? The reason there is so much stealing is not because systems/ structures are not in place. Systems and structures on it's own will not stop corruption without cooperation of the people running these systems.

Leme rephrase my statement Prosecution is a strategy that yields short term results, but in the long run will prove to be ineffective.
Murderer going to jail has it stop people from killing, Thieve been thrown in prison has it stopped people from stealing. Terrorist been killed in battle has it stop people from becoming terrorist. NO.

Yes Systems to tackle corruption alone would not stop corrupttion but it is way more effective than prosecution. Surveillance systems put in banks to monitor bank cashers from stealing banks money is more effective than sending cashiers who steal to prison.

Like I said earlier going forward GEJ needs to build a more robust strategy going forward.

One thing I would never do, Is try to absolve GEJ or any politician of a corruption accusation ... God forbid. I would rather condemn corruption than defend it.

The main focus of this thread is not whether GEJ or his wife is corrupt ... One of the main themes of my thread is how effective have GEJ been in fighting corruption despite his short comings. I shared with you my takes on the strategy used by both candidates on this thread. You as the reader should come to your own personal conclusion on who was the most effective.

More you did not answer all my questions... Holatin I asked you a question. Have you ever asked Fashola why he is refusing to domesticate the FOI bill. ?

Have you asked Fashola what he is doing to fight corruption. ?

Has APC as a party told you how they have been able to fight corruption in their states. ?

Why have you failed to address the points I raised about Buhari in my post. I am looking forward to hear your convictions.

Do you think Buhari is right by stating Abacha is not corrupt. ?

Your answers would influence my continued discussion with you.
you said he is fighting corruption and I asked how he fought some, so I can show you how he has nt fought corruption at all.
concerning the law, na my property, signed or not.

but I still want answers to that so I can show you how corruption has sore more high in GEJ regime

You have not listed PDP states that have domesticate FOI act, i am sure Ekiti state led the way. BTW, a court injunction of recent stated that states do not need to domesticate for them to be under the influence of the act.

If you support candidates and not party, you will not be canvassing for a man who is weak. 1. 400,000 barrels of oil stolen daily, 2. increased petrol price from 65-97naira in a period of oil boom over 100usd/barrel. 3. power supply has not seen any worthwhile improvement 5 years down the line, it is still the same 4,000mw bullshittt , i have been hearing since the Obj regime 4. Thrillions used in paying fraudulent kerosene subsidy annually, that same amount can build four (4.) or more large scale refineries and there would be change. 5 Excess crude oil account wiped out 6. Several local govts taken over by BH, and BH obviously is enlarging its coast, over 2,000 killed in Baga days ago, yet the man does not appear bothered. 7. Failed to diversify the economy after 5 years, but simply lip service, 70% of the budget still on recurrent expenditure in a developing country that needs lots of physical infrastructures . 8. No concrete plan for grand scale unemployment that is a ticking time bomb, but minimalist approach like "youwin".

Space for any rejoinders.

Good, intelligent points as usual. However, you missed one key ingredient in GEJ's fight against corruption, the gradual institutionalization of free and fair elections. Under OBJokes, elections were charades and the "I" in INEC stood for anything but Independent. OBJ just designed election results and handed them to Iwuruwu to announce. The result was a clear lack of accountability across board, consequent bad governance and unchecked corruption.

Recent elections under Jonathan has demonstrated that this has changed. INEC Elections are now geometrically more credible and elected officials have the electorates (if they realize their power) to answer to and not some Dictator in the presidential palace.

I have said elsewhere that the fact that Apeeshit feel that they have a chance at winning the Val's day election is the greatest acknowledgement of the revolution Johnny Boy has quietly engineered in this country.

Zikkyy:

So when you detect corrupt activities, what happens? do you give the fraudulent employee a raise/bonus or you ensure he is sent to jail to discourage others?
Note that electronic payment or use of technology does not eliminate corrupt practices, it only provide a digital version of the manual controls currently in place. It also transfer the opportunity for fraud/stealing from one set/group of people to another. Why do you think banks with all their investment in technology still employ auditors, compliance officers, investigators e.t.c to check activities and still maintain a zero tolerance for fraudulent practices?

Detecting in the first place makes it easier for you to prosecute and take appropriate action. You cant prosecute what you can't see.

The 60,000 ghost workers are a good case study. If GEJ was heavily on prosecution like Buhari. Our prisons would have 60,000 more people added in one swoop. These people are someones father

The difference between the manual and electronic version is that ... the electronic version leaves trails .... now you can easily trace how funds were moved.

Given the current complexity and cost of prosecuting corrupt people using the legal process, it is more effective and efficient to prevent them from engaging in corrupt act in the first place by setting up systems that makes it harder.

Moreover once these systems are set those that crack the system and carry out crime should be prosecuted

Six REASONS TO VOTE GEJ

1) Consolidate on the agricultural policy - If all we can achieve in the next 4 years is feed ourselves alone without significant import, it would be equivalent to 31 trillion naira per annum assuming 500 naira per day for 170 million Nigerians for 365 days. That is a massive market with mighty potentials for wealth to average Nigerians and significant employment.

2) Sustain the automobile policies - With five car assembly plants nearing completion as at Dec 2014 and another 10 targeting completion by Dec 2015. We can commence and sustain car assembly. By 2017, the car manufacturers will commence manufacturing of the spare parts in-country. and with the re-invigoration within the power sector and ajaokuta steel plant, this industry will be the soul of manufacturing in the whole of Africa. Nigeria will become a car export country for the region in the next 5 to 6 years

3) Ensure continuity on power roadmap en-route constant power - Nigeria is few years to constant power, with lots of power plants nearing completion already, the ongoing gas assembly plant in Delta state, the ongoing investment by the private investors and the bids in hand for foreign competitors that will be introduced in 2016 .... we cannot afford to distort any of these ongoing plans. The story about constant power will soon be history

4) Ensure true democracy is further entrenched into our society. 4 more years of freedom of speech/ information and free/ fair elections will deepen our democracy for better years. Autocracy, intimidation, press bondage and unfair elections will be alien to us come 2019. And any government afterwards can only continue or better the process because the foundations would have fully solidified

5) Ensure that our infrastructures get the desired attention including our roads, railways, airports etc and sustained for the long term. Ensure that the oil and gas sector is deregulated through removal of subsidy to allow private sector participation with the consequent emergence of numerous refineries and petrochemical industries. Continue set up of the right institutions to fight corruption like the e-wallet system for fertilizer scam, biometric registration for ghost workers scam, pension reforms for pension scam etc.

6) Ensure that our northern brethren get some education through a sustained alamajiri education system. This will further make them productive and less vulnerable to violence and destruction

SEVEN REASONS I WILL NOT VOTE BUHARI

1) It will be a blow on our democracy that we distort a pleasant Nigeria future for a man who ended our nascent democracy 30 years ago

2) The name Buhari is globally associated with Dog, baboon, blood, sharia crusade, death, anarchy, coup plotting, tribal high handedness etc and this cannot be the best fit for Nigeria in 2015

3) The man Buhari has not shown any plan for Nigeria, so far its been a campaign of paying 5000 naira to 25 million Nigerians which is totally laidback and unsustainable. Stabilizing crude oil prices by buhari as promised is also not possible. Feeding the school children is not sustainable and not what Nigeria needs at the moment..... No concrete plans for the Nigeria future

4) Unfortunately, a man that has Obj, Atiku, tinubu, Amaechi etc who have wrecked the Nigerian society as his support base cannot mean change in 2015. He cannot jail the hands that fed him meaning jailing by Buhari can only be sectional and based on favouritism. Buhari is also not open to setting up the right systems and institutions to make corruption in the various sectors almost impossible.

5) It will be a disgrace to Nigeria that a 72 year old retired general who showed open disdain to the Nigeria army for fighting Bokoharam and threw his weight behind bokoharam (http://www.thisdaylive.com/articles/buhari-military-offensive-against-boko-haram-anti-north/149256/) will be the president of Nigeria where other nations are joining forces to fight terrorism all over the world

6) How can we have a president whose educational qualification is in contention in 2015? Would it have been easier and better if the requested certification is shown to the electorate?. Even if the certificate exists, calling the bluff of the electorate for whom you beg for their votes is the height of insensitivity on the part of the general at this time.... much more when he is power

7) In this period of Nigerian growth, we cannot go for uncertainties. Though I do not consider this a political point, but a reaction to a Buhari's presidency in the SS through resumed militancy will pull all our growths to a halt and the economic suffering will be unprecedented. Four more years under GEJ will ensure complete diversification of the economy through agriculture, automobile and oil&gas downstream after which an uprising in the SS will have minimal impact to the country's economy

@ Matthewbrigss: 1st -Naming and Shaming corrupt politicians and civil servants is a big tool for deterrence. If you do not send people to Jail and embarass them publicly (I personally would have preferred execution), they would only be encouraged to get more sophisticated and find other loop holes to take advantage of. Making it more difficult to embezzle is a grossly inadequate strategy.

2nd - His body language, such as granting pardon to people like Alamaisegha means he is not really sincere about fighting corruption. http://www.channelstv.com/2013/04/09/us-describes-alams-pardon-as-set-back-to-fight-against-corruption/

3rd - You mentioned 427cases by the EFCC, I would be interested to know how many of these cases relate to cases of civil servants/ politicians as against private cases like 'Yahoo boys/419' or fraud cases in private companies. I'm very sure that more than 80% will relate to the latter group.

4th - Why has he been unable to strengthen the Judiciary to enable them close cases of fraud against public officials? I believe he lacks the will power/guts to fight the corrupt members of his party/cabinet that helped him get into his current position. If his current wealth/position is as a result of the support of a corrupt environment, how can he fight it?

Matthewbriggs:

Murderer going to jail has it stop people from killing, Thieve been thrown in prison has it stopped people from stealing. Terrorist been killed in battle has it stop people from becoming terrorist. NO.

Even threat of permanent residence in Hell fire does not stop people from sin. A lot of people cherish their freedom and not willing to engage in corrupt practices to avoid going to prison. In countries like china, the penalty for official corruption is death.

The use of sanction serves as deterrent and reduces the number of active fraudsters.

Matthewbriggs:

Yes Systems to tackle corruption alone would not stop corrupttion but it is way more effective than prosecution. Surveillance systems put in banks to monitor bank cashers from stealing banks money is more effective than sending cashiers who steal to prison.

Please tell me, of what use is the surveillance camera if the cashier still get promoted after he/she was recorded stealing the bank's money? Why waste resources on surveillance if the output is not useful to anyone? (in this case a recording of the cashier stuffing a ghana must go with cash from the vault). And how will this stop the cashier from stealing when he/she knows nothing will happen? and maybe waive his/her middle finger at the camera before exiting the building.

I want to believe the 60,000 are fictitious, but even if they are real there should be sanction for such act.

So they should not go to jail because they are someones father? even Abubakar Shekau is someones father.

Matthewbriggs:

The difference between the manual and electronic version is that ... the electronic version leaves trails .... now you can easily trace how funds were moved.

Manual checks leaves 'manual' trails as well.

Please note that am not suggesting the use of manual strategy, but only informing you that government always had corruption/fraud prevention mechanism in place. The use of technology is not bringing anything new. The manual version was useless because the corrupt government officials ensured it was never fully implemented. If you provide technology for use by corrupt government officials, what do you think you will get?

It is not the mechanism you put in place that matters the most (technology in GEJ's case), the concern should be the people using the technology. To ensure it works, there has to be sanction for not doing the right thing, and the will to make people do the right thing. GEJ is going to implement technology and go back to bed, leaving technology to do the fighting.

Matthewbriggs:

Given the current complexity and cost of prosecuting corrupt people using the legal process, it is more effective and efficient to prevent them from engaging in corrupt act in the first place by setting up systems that makes it harder.

Agreed, as long as there is sanction for those that 'crack the system'

Matthewbriggs:

Moreover once these systems are set those that crack the system and carry out crime should be prosecuted

Thank you. Please kindly advise the President that he is going nowhere with the talk that he will use technology to fight corruption. It an indication that he does not know what he is talking about.

The Nigerian economy as it is cannot sustain up to five standard manufacturing plants and you are looking at over 15. What you'll get at the end of the day is nothing more than auto workshops with no meaningful contribution to the economy. I can bet you that all other plants with the exception of Kia/Hyudai will pack up the day Toyota decide to build locally.

Flets:

3) Ensure continuity on power roadmap en-route constant power - Nigeria is few years to constant power, with lots of power plants nearing completion already, the ongoing gas assembly plant in Delta state, the ongoing investment by the private investors and the bids in hand for foreign competitors that will be introduced in 2016 .... we cannot afford to distort any of these ongoing plans. I support the idea of subsidy removal and i don't see Buhari doing that. That is not to say he will not invest in Refining, but i would prefer private sector investment to government. You can delete the bit on fighting corruption. GEJ already told us he is not capable of fighting corruption.

I don't support the use of threat. This is democracy and people should be allowed to make their choice.

Leme paint the scenario better. 2 fathers have a notorious son that steal every single meat in the pot. Whenever he enters the Kitchen.
The First Father (GEJ) creates a new rule in the house that the kitchen is to be locked at all times and that the pot should be hidden, only those authorized to have access to it can see it. The son comes in the first day he sees no pot, he comes in the second day he sees no pot. He comes in the third day the kitchen is locked. After a whole year the son comes to realize that stealing meat from the pot is futile because you can't find the meat in the first place.

Final analysis. No meat is stolen... every one is happy.

The second father (Buhari) decides to punish his son for stealing meat. He beats the hell out of him. One week after the beating. The son enters the kitchen and still discovers the pot is open. This time he is more careful and ensures no one is watching and he steals again, again and again. The father is pissed when he catches him again. This time he denies him meat and give him 20 lashes.

Final analysis. Meat will still be stolen... Boy hates his father the more.

Jaybee which father was more effective in protecting the meat. You answer is as good as mine.

I hundred percent agree with you that the first step to fighting corruption is education and that GEJ has made some really uncalled for utterances in the past. Going forward he would need to really communicate his stance more clearly. Moreover I have learnt not to judge people not by their words but by their actions.

Put GEJ and Buhari side by Side. I think GEJ despite his short coming fared well in tackling corruption. This is one key theme my post addresses. Going forward GEJ would have to develop a more robust strategy if he wins.

My guy please stop this!! The person the father gave access is stealing the meat. The fact is meat is being stolen kitchen closed or not. Meat is being stolen, the soup is being licked on top.

Get back to us when the meat is no longer being stolen. Then only a highly irresponsible father will know that his sin is a thief but instead of disciplining him, locks the door. If that boy can't steal from you, he's steal elsewhere

This is not a copy and paste article ... This is 100% original.

I wrote this based on my conviction.

Very true voters safe guard your PVC. A card made possible by a man who wants your vote to count. The PVC makes it more Harder for electoral corruption to take place because its is computerised. This happened under GEJ.

The PVC was Jega's idea and the work of INEC is supposed to be completely independent of the presidency, hence the I in the name. Why should Jonathan get any credit for what INEC is doing? If he can influence INEC in any way then that is corruption as well.

TRUE STORY: I know a girl that worked in one of these big banks that stole about N200m. She got fired but right now she's free living it up, no jail time. Do you think others are going to see that and say, I'm not going to steal? What will be going through their head is let me steal enough and go chill somewhere. The main reason I think that girl walked is because she had something on her superiors or maybe the top guys thought it might have put in the bank in a bad light.

The reason I feel GEJ can't really fight corruption is because he too is highly corrupt so he'll rather let people go than stand a risk at anyone exposing him.

Do you know how many times he said if you threaten period with jail time, they'll fight yesterday. Why does he keep saying that? Buhari has only said he'll jail the corrupt, why does GEJ feel the need to address that?

I just keep laughing when gej supporters mention fertilizer as the only example for gej's corruption fight. How many % of our budget/expenses goes into fertilizer? It took gej 5yrs to fix fertilizer, when are we going to fix corruption in our agric research Institute? Tell me one of the over 50 research Institutes in Nigeria that is functional.

How about corruption in the ban on importation certain agric products? These contrabans still flood our markets.

How about corruption in the management of our forest reserves, the massive illegal felling of timber.

Note that i have not even left the agric sector.

Now to fertilizer, even though i am a poultry farmer, i have applied for fertilizer from the ministry of agric for the empty land on my farm, i am yet to receive response, i know for a fact that the wrong type of fertilizer are even given for the wrong type of crops as we speak.

RESULTS:

Can anyone tell us the positive results of the successes of the agriculture sector, i am talking down to the layman results not cooked up data.

How come food prices are rising, same thing for feed crops, how do we explain shortages in soya beans supply for instance.
Your brain is really functioning. Thumbs up!

For more on the illusory fight against corruption this is from 2012,and yet no action taken.
http://www.premiumtimesng.com/news/3636-kpmg-report-20-nigeriana-efcc-should-interrogate.html

The now-famous KPMG report, uncovered by Premium Times after over a year in government’s closet, provides a most ample insight into the endemic corruption in Nigeria’s petroleum sector, headlining in forensic details nauseating and shocking systemic abuses in all aspects of our oil and gas industry.

From unauthorized violation of OPEC oil quota for Nigeria, to outright falsification of the exchange rates used for defraying government oil revenue, to barefaced exploitation of the subsidy regime, the report is clear and unequivocal in its observations conclusions. It not only highlighted how rotten the industry is but it also clearly indicted officials and departments found to be involved in monumental corruption.

Although names were not mentioned in the report, a detailed analysis of the document by Premium Times has thrown up at least 20 government officials and businesspersons who have questions to answer as far as the audit is concerned. Interrogating these persons is a good starting point for the Economic and Financial Crimes Commission, which has been mandated by Mr. President to probe the monumental corruption in the oil industry.

Olusegun Aganga

Mr. Aganga commissioned the audit of the NNPC and the PPPRA, which yielded the KPMG report. He was finance minister between April 2010 and June 2011. Mr. Aganga has explanation to make regarding why he failed to act on the report after it was submitted to his ministry. He also needs to explain whether indeed his ministry failed to forward the report to the petroleum minister as claimed by Mrs Diezani Alison-Madueke.

Diezani Alison-Madueke

She was in charge of petroleum ministry at the time the audit was completed. Mrs. Madueke told the House of Representatives ad hoc committee on management of subsidy on Tuesday that the report had not been acted upon because a copy was yet to be officially served her.

That should be done in the “next course of days,” she said, after which all the mentioned institutions under the ministry will “sit and reconcile” the findings.

But most of the corrupt practices identified by the audit has festered even under her leadership of the ministry. She has a lot of explanation to make, especially regarding the allegation that she ordered the PPPRA to shake down marketers shortly before the 2011 general election, to purportedly raise funds for the president’s campaign.

Femi Otedola

He is owner and chief executive officer of Zenon Oil, which was named in the report amongst the unlisted off-takers that illegally got crude oil allocations in 2008. He has to explain how his company bypassed due process and cornered contracts even without being on the approved list of buyers for that year.

Aminu Dantata & Sayyu Dantata

They are the principals at Ovlas Trading and Supply also named in the report as one of the unlisted off-takers in 2008. They need to explain how they sneaked into the list and got allocation without following laid down procedure. While billionaire Aminu Dantata owns the company, Sayyu Dantata is the Chief Executive Officer of the group, named MRS, which also has Koggi Shipping, MRS Oil & Gas and MRS Investments.

Wale Tinubu
The report also listed Oando as one of the companies that earned illicit award of petroleum product importation contract even when they were not part of the approved prequalification list used for the fourth quarter of 2008 importation tender. The CEO of the company is Wale Tinubu.

Augustine Olusegun Oniwon

Mr. Oniwon currently serves as the group managing director of the Nigerian petroleum corporation(NNPC), the main focus of the independent audit. During the period reviewed by the audit (2007-2009), he was the group general manager, research and development, a position he held between 2005 and 2009.

The top-notch position, though not directly related to importation of refined products and subsidy payments, is a managerial position with the officials privileged to key decisions of the corporation. Still, Mr. Oniwon’s current position as the GMD allows him full access to records and information of past and present procedures including the fuel subsidy payment, exchange rate, manipulations in the award of contracts for importation and others.

Abubakar Yar’adua

Mr. Yar’adua acted as the GMD between 2007 and January 2009, and a greater part of the tenure came under the KPMG investigations. He should provide responses to the questions stretching the many alleged sharp practices in the industry during his time in office.

Mohammed Barkindo

As GMD between January 2009 and 2010, he supervised a corporation that sustained the same practices and procedures according to the report. He should avail investigators with answers to multiple areas of concerns.

Chris Ogiemwoyi

Only a few NNPC portfolios are explicitly mentioned in the report as the group executive director(GED) in charge of exploration and production, the GED in charge of commercial and investment and the GED in charge of account and finance.

The GED for E&P is named in connection with poor documentation of petroleum imports data, controversial review of official selling price of crude, and the dubious reduction of selling price of crude for NNPC, different from that given to other off-takers. Mr. Ogiemwoyi, a former minister of state for power, held that office for the period under review.

Shehu Ladan

Mr. Ladan, who later became the GMD of the corporation, was in charge of the commercial and investment directorate during that time. But for the fact that he has transited to the world beyond, he would have been at an immensely vantage position to shed light on most of the issues raised by the audit, given the two key roles he held while in the NNPC.

Stanley Lawson

Mr. Lawson was the GED for finance and accounts from December 2004 to April 2009, one of the longest terms ever for that very crucial portfolio. On his Linkedin page, Mr. Lawson is currently profiled as a Managing partner at Financial Advisory and Investment Consultants Limited.

Besides the GMD, the office would be most privy to nearly all operations reviewed by the audit, according to the report.

Aminu Babakusa

“Potential conflict of interest with COMD acting as agent to government and being under NNPC who is also its customer.”

That is the position of the report on the practice whereby crude sales to the NNPC were at lower prices than the official selling price, and that given to other dealers, a practice that resulted in significant revenue loss to the federation.

Between 2007 and 2009, the period primarily covered by the KPMG report, Mr. Babakusa was the Group General Manager in charge of Crude Oil Marketing Division(COMD). He was also the GED C&I briefly in 2009, and currently is the GED in charge of Business Development.

Michael Abiodun Arokodare

Mr. Arokodare is the current GED for Finance and Accounts. He took over from Mr. Lawson in 2009 after serving as a GGM in the directorate between 2007 and 2009. He should provide vital information and answers particularly with several of the past messy procedures believed to be continuing.

Gaius Obaseki

Many of the noted malpractices held on for years ahead and after the report’s review period of 2007 to 2009, it is believed. Mr. Obaseki is expected to appear before the ongoing investigation of the House of Representatives of the subsidy management and should be key to past investigation based on the KPMG report. He was the GMD between 1999 and 2003.

Funso Kupolokun

His was another controversial era expected to play a key role in any major probe. Mr. Kukpolokun headed the NNPC since November 2003 to august 2007, partly covered by the report.

Oluwole Oluleye

Many of the alleged abuses by the NNPC were carried out, and still are, with the understanding of the Petroleum Products Pricing Regulatory Agency(PPPRA). Key amongst others is the subsidy payment management. The report indicts the NNPC for deducting the money at source without the required approval of the PPPRA, and at many times the corporation overpaid the subsidy charges.

At the helm as the PPPRA Executive Secretary from 2003 to 2009, was Mr. Oluleye. A government investigation into the disbursement of the Petroleum Support Fund by the PPPRA led to his suspension in 2008, and eventual removal from office in 2009.

Abiodun Ibikunle

Mr. Ibikunle took over as the Executive Secretary between 2009 and 2011. His tenure was marked by allegations by unions, oil dealers and lawmakers accusing him of lack of transparency. He assumed the position after working at the Department for Petroleum Resources(DPR).

Reginald Stanley

Mr. Stanley headed the Pipelines and Product Marketing Company (PPMC), another major subsidiary named in the report. The company is mentioned in connection with discrepancies noted in the volume of products allocated to marketers in various parts of the country, and a sub-optimal use of government-owned storage facilities which has led to an outsourcing of the demand and resultant loss of revenues to the nation.

Aliyu Sabon Birni

The Department of Petroleum Resources is named amongst others under the manipulated subsidy payments, and the unauthorized violation of OPEC quota for Nigeria and the Technical Allowable(TA) quota for monthly production.

“Non-adherence to TA has a potential to negatively impact on the country’s oil and gas reserves projections and plans,” the report said, citing instances where the TA was exceeded by Total and Chevron, NAE and Esso in 2010. Mr. Birni was the DPR Director in 2008.

Billy Agha

Mr. Agha was in charge of the Department of Petroleum Resources in 2009 and has a deep insight of the rot and monumental corruption in the industry during the period.

Allegations surrounding Shell Malabu $1.3 billion Nigerian oil deal

by John Donovan.
Printed below are several recent articles from Nigerian publications containing allegations of corruption relating to the Shell Malabu 9 billion barrel oil block deal.

EXPOSED! The Secret Deals of Dan Etete & Diezani Madueke
Written by Citizen Reporter

Saturday, 12 November 2011

There is a much Darker side to the OPL 245 Saga that involved former Petroleum Minister, Dan Etete and and the current Petroleum Minister, Mrs Diezani Madueke, which I think the whole world should know about. After the world has discovered the true size of the 9 billion Oil block and the dealings in regard to the owners and Shell Agip bid for the oil block. Malabu Oil and Gas Ltd, that belongs to Dan Etete company in 2005 enlisted the services of Dele Adesina & Co to help represent Malabu Oil and Gas in its case against the Government when the Government revoked the Oil license OPL 245.

This decision was taken because Dele Adesina & Co, had worked and represented the Federal Government in the past and Mr. Adesina was very close to the then Attorney General of the Federation Bayo Ojo, former president, Olusegun Obasanjo and former Special Adviser on Petroleum to Obasanjo, Edmund Daukoru.

Although legally Malabu was in the right but just to make sure it secured the out of court settlement between it and the Nigerian Government; Malabu signed an agreement with Dele Adesina & Co. for services of $29 million USD, out of this money Adesina was to spread substantial amounts to Bayo Ojo, Obasanjo and Edmund Daukoro, it later turned out that Edmund Daukoro wanted about $20 million USD for him self, so an additional contract was signed with Malabu to increase the the $29 million to $50 Million.

So if NNPC approves the Shell/ Agip deal, these players mentioned are going to make a lot of money. Some companies who have invested directly in Malabu oil and gas have already taken legal action in the USA and the UK to secure their share of the money should the government approve the $1.3 billion USD Shell/Agip deal.

In regard to the Shell/ Agip deal, the current President is heavily involved. As we all know, there is evidence, written about in news papers in Nigeria that the President (Goodluck Johnathan) because of his long standing Friendship with Chief Dr. Dan Etete put pressure on Shell to solve the problems with Malabu and NNPC or face further problems in Nigeria.

What people do not know is that Malabu again has through back room deals agreed to pay the current President $50 million USD for his support, and Now through the same players who helped Malabu sort out the settlement issue as mentioned above, have offered $30 million USD to the current Minister of Petroleum Diezani Alison- Madueke to secure the Government approval of the Shell/Agip offer.

The Minister has already collected $40 million USD from Agip for her to approve 50% of the OPL 245 License to Agip (How do you think she can buy a house for 20 million Euro in Austria).

Also there is Mr. Mike Adenuga, a close friend of Chief Dan Etete who is also trying to offer the Minister of Petroleum a substantial amount of money for NNPC to give up their right as operator in the Shell oil block he bid for and put in a Deposit of more than $100m USD.

Other groups who also bid for the Shell assets and to save the deal are also coming forward to offer the Minister of Petroleum serious money to back down and give up NNPC right as Operator in order to save the deals.

Now there is an echo of finding a solution to the failed Shell asset sales.

The issue that is very disturbing is that the OPL 245 oil block in the Niger Delta of Nigeria is under an indigenous license. This program was created to protect local oil company participation in the oil industry. Under the guideline with oil blocks under this program, foreign companies cannot take more than 40% interest in the oil block.

Because of the huge amount of money being paid under the table to the Minister of petroleum and the President of Nigeria, NNPC has promised to give Agip 50% of the oil block including Agip being the operator of the block ( this was the $40 million the Minister collected from Agip already) and is also set to approve the joint Shell/Agip bid of $1.3 billion for the reminder of the oil block. Which goes contrary to the laws and intentions of which the license of the oil block was initially given.

Doing this is just pure circumvention of the laws and greed. This is how the Minister of Petroleum is able to pay for her house. People should ask how much money did she have before becoming Minister of Petroleum and also with her current salary as Minister how can she afford this house in Vienna!

Nigerians should raise their voices against all this corrupt practices or the country will never stand strong.

I hope this could be of help to you all who want fair play and justice in Nigeria; also Dele Adesina & Co. Should show receipts of payments made to it by Malabu and even their contract with Malabu, if they can’t that is because the fees in the contract between both parties are so high that it does not confirm with any sort of legal fees comparable with any legal work or law firm in Nigeria or abroad, Who pays a law firm over $30 million USD to negotiate a settlement in a case like this?

In addition to the above; it has come to our attention that the great lawyer Mr. Adesina has started a media black out of this story and similar stories on this topic brought forth by us, by trying to bribe news companies in and around the country. Shell and Agip are also complicit in the bribery of officials in Nigeria through their greed to take as much of the oil rights and licenses as possible.
