Build a DNA database of rapists, robber-rapists and criminals in general. Rapists are notorious repeat offenders, even sometimes years apart in different locations.

Sex with under 15 or 16 should be statutory rape. That is rape even if the girl agreed to sex. A child can't know the consequences of sex, hence cannot agree legally. 10 years without parole minimum. If violence & physical injury involved then life imprisonment. Violence/injury can kill a child easily.
Rape of any kind NOT involving a child, 7 to 8 years. But with higher burden of proof to stem malicious accusations.
