Contrary to the perceived lopsided siting of the intervention projects executed by the defunct Petroleum (Special) Trust Fund (PTF) in certain geo-political zones, the South-South zone got the lion’s share of the projects under the leadership of the former head of state and presidential candidate of the All Progressives Congress (APC) Gen Muhammadu Buhari.

This development and other disclosures were contained in a document obtained by LEADERSHIP last night.

The PTF was an intervention initiative put in place by the late Gen Sani Abacha regime which was operated between 1995 and 1999 to invest in socio-economic infrastructure – including in road transportation and waterways, water supply, food supply, health and education – the gains that would accrue from a new pricing regime for petroleum products introduced in October 1994, from N3.25 to N11 per litre, an increase of N7.75 per litre.

During the four years of its operation, the resources available to the PTF, according to findings, represented less than 10 percent of the nation’s budget.

From its inception in May 1995, and more particularly from January 1996 when it received its first disbursement, the PTF worked diligently in the execution of its mandate through its programmes, with an objective of resuscitating the nation’s collapsing social services and deteriorating infrastructure.

According to findings, a working formula was adopted by the Fund that recognized three categories of projects and allocated funds available to them: federal projects, 48.5%; state projects, 50% and FCT direct allocation, 1.5%. The state project funds in turn were allocated to respective states/zones using a set of criteria that gave consideration to equity, population, land/water mass, terrain difficulties and needs assessment. The location and coverage of the

PTF programmes and projects were designed to carefully fulfill these criteria.

In terms of allocations made to fund PTF projects as at May 1999, out of an estimated total of 187 billion Naira to all projects and programmes, about 56.5% was committed on projects in Zones 1 (South West), 2 (South East) and 6 (South South), i.e. the zones in the south of the country. Zones 3 (North West), 4 (North East) and 5 (North Central) had a combined allocation of about 43.5%. Indeed, in terms of difficulties in natural terrain, the projects in Zone 6 (the South South), such as road construction, were the most capital intensive. The highest zonal commitment was on capital projects in this zone, with 26.2%.

In terms of actual disbursements to projects by May 1999, 52% of all disbursement was made in respect of projects in Zones 1 (South West), 2 (South East) and 6 (South South).

Shortly before the inauguration of President Olusegun Obasanjo, Buhari submitted his resignation from the Board of the Fund. The rest of the Board of Trustees effectively became dissolved at the point of scrapping the body, in late June 1999.

The way Nigerians tell lies baffles me. Just look at the number of projects Buhari claims he did in the SS, the hospitals, the roads, the schools et al. But the likes of ATIKU while as vice president went overseas to treat himself of dislocation when he slipped. President Yar Aua went to Germany, according to him to treat catarrh, then the question is where are those hospitals Buhari built or refurbished?

Recenty people like TINUBU, IBB all came from overseas medical checkup which means they did not build any while in power. Buhari built a thousand and one schools in the SS but his children are schooling abroad, common let someone give me a break here.


It is one thing to make claim and another to prove it. But the foolish and gullible Nigeria will swallow everthing line hook and sinker. Buhari is scammer if he made those claims.

While I cannot tell the exact distribution of the project of PTF among the six geo-political zones, I still remember that as a young boy in Port Harcourt, I witnessed the road construction of streets like Chigbu, Ovim and Wokoma in Mile 3. Uptil some ten years ago I still saw the trademark whitish (though had faded) signboard of the PTF on the streets.

This diagram is exactly why the Yorubas and their northern collaborators want Jonathan out. So that they can keep playing "jangolover" with the office of the president of Nigeria even though their real intent is the enormous oil and gas wealth of the SE/SS people. How is it that anyone can explain the fact that the northern zone that contributes nothing to Nigeria are getting close to 50% of PTF projects? Someone is a parasite who contributes nothing and is saying "born to rule". The last economic index I read stated that the South-South contributes 70% percent to the national coffer,the South East 11%,the South-west and Lagos 19%. The entire North contributes a big fat zero yet someone is coming from the north to 'demand' leadership of something he puts nothing into with the tacit help of the Yorubas .(who are frightend of how they will survive without oil money and need the help to keep Nigeria one). This diagram elaborates the fraud knows as 'one Nigeria' and should GEJ not be elected,it's goodbye 'one Nigeria' forever.

Mr genius the joke is on you, those projects were in 2005, if PTF did what you said they did in your first post, we wouldn't need UBE. Check the post below where you said we needed to visit our schools to see the impact of PTF.

The difference lies in the fact that the North, given the land mass available there, will always require more roads and other infrastructures than the South. When compared to population size and land mass, under Buhari, the South actually benefitted more than the North. Keep sentiments aside and reason things objectively.

1. Produce the evidence that Buhari indeed said that statement. He denied it just few days ago on air.
2. That again was another misrepresentation. He cleared it by saying he was referring to Sharia as already contained in the constitution which is meant for Muslims only and to be used in customary courts for Muslims.
3. Even the International community condemned the way and manner our soldiers were extra judicially killing innocent civilians. And that was what Buhari had problems with.
4. As at then, it was not a bad idea to ask for amnesty for Boko Haram if it was going to achieve result.
5. Why should he accept to negotiate on behalf of a faceless group?
6. He didn't condemn the alliance. He only said it's a disgrace that Nigeria had to rely on her neighbors to fight Boko Haram. He had even canvassed for a cooperation with our neighbors long before this administration did.

Well said, on paper. where are the projects on ground? We in the s/s knows very well that the dictator does regard us as anything . That is why he didn't even care to come and campaign there in 2011. He only came in 2015 because he believes the traitorous Ameachi can help him win 25% in some of the States there.
