millionaireman: In most federations Perm-secs have a major impact on day to day implementation of government policy. They are very knowledgeable on history and could also be laden with bureaucracy, A minister is the presidents watchdog in the respective ministries their job is to make sure the civil servants behave. Since the civil servants don't have to be party loyalists. The country is in safe hands if this guys do their jobs right and I think the fear of being caught looting by Buhari must have them on best behavior. Some of them want to remain in their jobs so they must be working extra hard to clean up the rot in their independent ministries and improving performance. Nigeria does need to review our system of governance, we have an American system with too much FG oversight, the decentralization is needed to hand some authority to states and relief the FG of all it's load. But the states and LGA need to be ready and well equipped to perform. A disadvantage of state control is duplication of ministries, if multiple states can introduce synergy that would be great 1 Like |

A substantive minister is needed urgently in the Federal Ministry of Health. The Permanent Secretary Mr. Linus Awute has not been able to tackle the crisis in the health sector. In fact his verbal directive to the Medical Directors is what is causing strikes in the federal tertiary hospitals in the country. |

In essence, this country is still being run by the framework put in place by His Excellency President Goodluck Ebele Azikiwe Jonathan GCFR. Please what has Buhari been doing since he assumed office? There are times when I observe his behaviour and come to the conclusion that Buhari truly did not believe he was going to win. He did not believe he was really going to be president. You guys are really sitting on a loong thing. |
