My own view about this issue;

Its just a business model that Chelsea have adopted since the introduction of FFP (whereas others like ManCity haven't taken FFP seriously). Chelsea pays small fees for young players who don't have the best contract and then after a few years of being out on loan, if they become A-team quality players they come back to Chelsea (like Cortouis or Bertrand Traore). If not, they will be sold for a higher price. (sell 10 players each year, make 2m pounds on each, suddenly you are getting Pedro for free!)
The interesting thing for me is that when Chelsea was spending huge money everyone was complaining and they set new rules to stop Chelsea's spending. Now that Chelsea has reduced its spending, no-one is doing anything about crazy money that the likes of ManU, ManCity and PSG spend each year...

More title holders in the Guinness World Records 2016 Edition revealed.

Some of the latest and greatest feats, accolades and achievements in world football that feature in the sports pages of the new and updated Guinness World Records 2016 Edition can today be revealed.

Guinness World Records visited Chelsea’s training ground in Cobham to present boss Jose Mourinho with awards for his four records that feature in this year’s book.

He was a freekick and penalty specialist. He and Jose Chilavert were well known for their freekicks.
