armadeo: Alright, this is all there is to it. In international politics, governments deal with governments, and never with its citizens. Whatever citizens suffered as a result of sanctions was never meant for the citizens but rather as a collateral damage or variable effects of such sanctions. Even in war, governments direct their war expedition towards the government of that country and it's forces but never the citizens. Which is why even in war the winning government might still be assuaging the suffering of the loosing side by providing for the citizens of same country they're fighting. 1 Like |

A gov't is made up of citizens of the country. If you want to look at it literally it would be Americans vs Russians not American gov't vs Russian gov't because those people are represented by thier citizens in gov't.
