I want correct something. The ghostworkers are actually employed per se , but thru the backdoor. Their files are with the ministries but they don't show up for work. What they do is wait for bank alerts at the end of every month.

You guys make one laugh no B small,and 50 people actually liked what you wrote up there, who told you there are faces behind the 23k workers, they are non existent names put on govt payroll to syphon money .if there is a face behind the names then they are contractors as they are not directly employed by the govt,simple as that.If coc Int has 100 staffs and 10 of them are ghost workers it means the HR Boss and payroll Boss has added 10 names into the payroll with backing account,they will later go back and withdraw these monies, but with BVN,this is now a bit difficult.The only reason the Ghost workers are being fished out is cos of physical verifications being carried out by various ministries.If there where faces behind the names they would have come out to verify themselves.
