Context

The Regional Migration Management Specialist will be responsible for strengthening the capacities of the ECOWAS Commission in the areas of regional dialogue, migration policy development, and immigration and border management.

Core Functions / Responsibilities

Support the ECOWAS Commission in the implementation of the regional dialogue on migration (Migration Dialogue for West Africa – MIDWA), in close coordination with the Senior Policy and Liaison Officer of the IOM Regional Office for West and Central Africa.
Develop and coordinate with ILO the implementation of IOMs trafficking activities in the project, in close collaboration with the Regional Thematic Specialist for Migrant Assistance.
Provide technical guidance to the national programme officer for migration data and policy in the development and implementation of IOMs migration data management and policy development activities in the project.

Draft “final evaluation reports” (FER) based on prescribed format after visiting a grant site for verification of indicators.
Identify lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in FERs.
Share observations from monitoring visits with M&E Manager when findings demonstrate questionable actions.
Serve as primary point of contact for Grants Office when developing impact assessments, success stories and weekly reporting.
Serve as primary point of contact for Grants Office when additional information is needed to close grants.
Undertake comprehensive analysis of projects based on history of site visits; present findings to M&E Manager in a concise and professional manner.
Participate in professional training and development activities, as necessary.
Represent the program positively and professionally in both internal and external environments.
Perform other tasks, as assigned.

Position Summary:

The Borno State Civil Engineer will work to develop and implement CCI infrastructure rehabilitation grants activities at the State and Local Government Area (LGA) level. This position will be based at Borno.

Reporting & Supervision:

The Borno State Civil Engineer reports to the State Program Manager (SPM) and oversees the work of vendors and/or Implementing Partners in Borno State.

Primary Responsibilities

Primary responsibilities include but are not limited to the following:

Assist the Program Development Manager (PDM) and SPM in identifying and refining infrastructure proposals and contribute to their development and oversee their implementation.
Provide necessary technical assistance in the preparation of project designs, specifications and BOQs and that all infrastructure project actions accord with sound technical, environmental and engineering standards and applicable USAID rules and regulations
Ensure that the quality of inputs coming NERI Staff and Grantees, working at the field level are improved to an acceptable standard before they are passed on to the Maiduguri or Abuja NERI Office for checking and further processing
Provide inputs for Environmental Determination Forms and ensure all projects are implemented according to its best practices and incorporating mitigation measures as and when necessary
Oversee project implementation including design review, inspection, quality control/quality assurance testing and monitoring for all grant activities.
Review activity timelines and monitor work plans to ensure infrastructure projects are on schedule and problems are identified and addressed in a timely manner.
Assist evaluating and prequalifying potential subcontractors and vendors
Assist in the tendering, tender evaluation and contract recommendation processes for sub consultants
Assist the Finance Officer and Procurements Officer in the technical review of all invoices for regional infrastructure subprojects submitted according to project invoice review procedures
Provide weekly project summaries and snapshot to the Borno SPM for including in weekly activity reporting
As requested, provide inputs to the Abuja and Borno Procurement Officers for the local price database
Establish and maintain an up-to-date filing system within the Borno State Office in both hard and soft copy of Engineering reports and data
Participate in final review and close out of grant activities
Any other duties suitable to task and commensurate with ability
