This five year programme aims to maximise the development potential of free movement of persons and migration in the Economic Community for West African States (ECOWAS) by supporting the effective implementation of the ECOWAS legal and policy framework on free movement and migration.

The programme will be implemented by a Consortium of Partners, under the lead of the International Organization for Migration (IOM), in close coordination with the ECOWAS Commission. The International Centre for Migration Policy Development (ICMPD) and the International Labour Organization (ILO) are the two implementing partners.

The Regional Migration Management Specialist will be responsible for strengthening the capacities of the ECOWAS Commission in the areas of regional dialogue, migration policy development, and immigration and border management.

Core Functions / Responsibilities

Support the ECOWAS Commission in the implementation of the regional dialogue on migration (Migration Dialogue for West Africa – MIDWA), in close coordination with the Senior Policy and Liaison Officer of the IOM Regional Office for West and Central Africa.
Develop and coordinate with ILO the implementation of IOMs trafficking activities in the project, in close collaboration with the Regional Thematic Specialist for Migrant Assistance.
Provide technical guidance to the national programme officer for migration data and policy in the development and implementation of IOMs migration data management and policy development activities in the project.
Support the Regional Programme Coordinator in the preparation of project donor reports.
Undertake duty travel for programme implementation purposes.
Develop and coordinate the implementation of IOMs immigration and border management activities in the project, in close collaboration with ICMPD, the IOM Regional Thematic Specialist for Immigration and Border Management and the experts of IOMs African Capacity Building Centre (ACBC).

Required Qualifications and Experience
Education:

Master’s degree in Political or Social Science, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience:

Proven expertise in the area of migration management, including regional consultative processes, migration data and policy development immigration and border trafficking;
Experience in liaising with regional bodies, governmental authorities, other international/national institutions;
Previous work experience in the West African region desirable.

Position Summary:

The Monitoring and Evaluation (M&E) Officer designs, develops and implements a monitoring and evaluation system within assigned area. S/he gathers, analyzes, and processes complex information related to all aspects of program activity implementation. The incumbent carries out his/her work according to an established standard operating procedure for collecting data, monitoring project progress and measuring program inputs/outputs. This position will be based at Yobe, with extensive travel to project sites, and the head office in Abuja.

Reporting & Supervision:

The M&E Officer will report to the M&E Manager, based in Abuja.

Primary Responsibilities

Primary responsibilities include but are not limited to the following:

Coordinate weekly with M&E Manager to determine priority tasks. Ensure the state team is aware of and up to date on all M&E tasks and reports.
Conduct site visits during the project implementation phase for each grant in assigned areas.
In concert with the M&E Manager, develop Monitoring and Evaluation plans for field-level projects.
Produce a “routine monitoring report” (RMR) according to an approved template for each site visit prior to the indicator verification visit.
Accurately interpret Bills of Quantities (BoQ) and grant database file shared by head office to determine indicators according which the Officer will be evaluating projects.
Draft “final evaluation reports” (FER) based on prescribed format after visiting a grant site for verification of indicators.
Identify lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in FERs.
Share observations from monitoring visits with M&E Manager when findings demonstrate questionable actions.
Serve as primary point of contact for Grants Office when developing impact assessments, success stories and weekly reporting.
Serve as primary point of contact for Grants Office when additional information is needed to close grants.
Undertake comprehensive analysis of projects based on history of site visits; present findings to M&E Manager in a concise and professional manner.
Participate in professional training and development activities, as necessary.
Represent the program positively and professionally in both internal and external environments.
Perform other tasks, as assigned.

Required Skills & Qualifications:

Secondary school certificate is required; University degree in international development, social science, economics, or related field is desired.
Two years’ experience in field monitoring, evaluation design, empirical and statistical analysis, management information systems and/or information management design is required.
Proficiency at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required.
Strong analytical skills are required.
Prior experience with USAID or US Government funded projects is highly desirable.
Attention to detail and ability to follow up on tasks to completion is required.
Experience of working in a conflict environment is a plus.
Written and spoken fluency in English is required.
Fluency in one or more of the local state languages in the North Eastern part of Nigeria is required.

Position Summary:

The Borno State Civil Engineer will work to develop and implement CCI infrastructure rehabilitation grants activities at the State and Local Government Area (LGA) level. This position will be based at Borno.

Reporting & Supervision:

The Borno State Civil Engineer reports to the State Program Manager (SPM) and oversees the work of vendors and/or Implementing Partners in Borno State.

Primary Responsibilities

Primary responsibilities include but are not limited to the following:

Assist the Program Development Manager (PDM) and SPM in identifying and refining infrastructure proposals and contribute to their development and oversee their implementation.
Provide necessary technical assistance in the preparation of project designs, specifications and BOQs and that all infrastructure project actions accord with sound technical, environmental and engineering standards and applicable USAID rules and regulations
Ensure that the quality of inputs coming NERI Staff and Grantees, working at the field level are improved to an acceptable standard before they are passed on to the Maiduguri or Abuja NERI Office for checking and further processing
Provide inputs for Environmental Determination Forms and ensure all projects are implemented according to its best practices and incorporating mitigation measures as and when necessary
Oversee project implementation including design review, inspection, quality control/quality assurance testing and monitoring for all grant activities.
Review activity timelines and monitor work plans to ensure infrastructure projects are on schedule and problems are identified and addressed in a timely manner.
Assist evaluating and prequalifying potential subcontractors and vendors
Assist in the tendering, tender evaluation and contract recommendation processes for sub consultants
Assist the Finance Officer and Procurements Officer in the technical review of all invoices for regional infrastructure subprojects submitted according to project invoice review procedures
Provide weekly project summaries and snapshot to the Borno SPM for including in weekly activity reporting
As requested, provide inputs to the Abuja and Borno Procurement Officers for the local price database
Establish and maintain an up-to-date filing system within the Borno State Office in both hard and soft copy of Engineering reports and data
Participate in final review and close out of grant activities
Any other duties suitable to task and commensurate with ability

Required Skills & Qualifications:

University degree in Civil Engineering or similar field of study.
5-10 years with a large and diverse portfolio. Assistance Program experience providing infrastructure project implementation. Construction supervision as Resident Engineer, Construction Manager or Contractor’s Site Representative.
Familiarity with USAID Environmental Compliance regulations and experience in preparation of EDFs, desired.
Ability to work independently, think creatively and apply problem solving skills and provide technical supervision
Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
Proficient oral and written communication skills in English required.
Fluency in Hausa and/or Kanuri required
