Its never justified, Islam have a system, it does not advocate taking law in to their hands. And those perpetrators should be punished accordingly.

What they would have done is, if they have any proof that she blaspheme, take her to court for any legal actions.

The corruption of the emir for short term political benefits is as criminal as is unforgiving. He is educated and has traveled far and wide.
