I perfectly understand where you're coming from but then, it still doesn't justify the theft.

Like my Bishop once said in a mass one day, the only difference between the so called looters in high places and those guys who steal paltry sums of money is the amount of money available to be looted.

In other words, big thieves steal so much because they see big money; small thieves steal so little because they see just a little.

Put this so called tomato and indomie thief in something like the federal ministry of agriculture and you will start to understand the real meaning of budget padding.
