Whose fault is it that the budget was released late? I expect the Government to fast track the procurement process since it was released late. With the recession, we don't need these kind of excuses. The comment is even an indictment of Government.

In essence, there should be more money now for the common man than back then... or is this,as Fela said, 'government magic'?
