The Nigeria Labour Congress has condemned the Imo State government’s three-day work and two-day farming for workers, as recently introduced by Governor Rochas Okorocha.


NLC President, Ayuba Wabba, gave this indication while fielding questions at the News Agency of Nigeria Forum on Sunday in Abuja.

Accordingly, Wabba said that by the NLC directive, the law had been made ineffective, as workers had ignored it and continued with their work normally.

Wabba said that the policy which implied forcefully sending workers to farm was against the International Labour Organisation Convention and also against the rules and procedures in service.

Wabba said, “First, we have condemned in very strong terms what the Imo State governor tries to do by forcefully sending workers to the farm.

“Don’t forget that the public service rule is very clear about what trade a worker can actually do to add to his normal routine services.

“It provided that on your own volition, you can join farming as part of your normal routine activities, and that is allowed by law.

“But to criminally now go to the state House of Assembly and pass a law overnight without public hearing and without consultation is against the ILO convention; it is against our rules and procedure in service.

According to him, Okorocha’s policy is quite different from what other states are doing.

“What the governor is doing is forced labour; we are not slaves. Even under slavery, you cannot force a worker to work against his volition.

I reside in Owerri. The Imo state National Assembly now works from Mondays to Wednesdays.

Imo state is dead. All Owerri girls are now prostitutes because parents can't afford to feed their families.

You take delight in condemnation without knowing the truth. It is not by force and it has never been enforced. The Government said workers are free to work for 3 days while they are free to do anything else including reporting to their office, trading or farming on thursdays and fridays. There salary remains as it has been but the 2 days is to help them earn more from other sources. Those that use theirs for farming will be supported specially by government. Pray tell me what is wrong with that.

The 3-day work schedule is not a quick-fix to resolve the revenue crunch in the state; instead the government needs to fine-tune her thoughts towards creative ways of generating fund for the State. The current "free" education policy should be looked into. My apologies to Imolites, the Governor does not need to extend this largess up to Tertiary Institutions, especially now that the state is severely hit with paltry fund to execute capital projects across the state.

Also, some of the State-controlled establishments, say, Adam Palm, need the business sense of the private minds, not the bureaucratic kind of control. The state needs to develop modern markets and galvanize for the establishment of medium/high value-chain manufacturing firms. An important sector that comes to mind is the Building Material industry, given the soaring real estate industry in your region. It is surprising that a city like Enugu and Owerri with multiple housing estates cannot boast of a large-scale firm that produces, say, pipes or aluminum roofing pans, yet we see the roofs of your cites adorned with imported materials from China, courtesy of your Kinsmen. If you guys truly claim to be best in commerce, prove it by being net-exporters of these basic things- toothpicks, imagine!

To the Nairalander (Holywizard) that claims to be a resident of Owerri, your generalization is despicable; it tells more about your state of mind- hatred- and your cerebral altitude, which is unquestionably below average. You have no right to call an entire state “dead” and their women “prostitutes”. This is a social forum: your real identity could be hidden, but we see you for what you say!
