Have been doing research to find reasons Buhari cleared SGF in January but can't.
Reprinted below is premiumtimes story of the news and Buhari's actual letter to the Senate absolving Babachir of any blame.

President Muhammadu Buhari has written the Senate in response to the lawmakers’ indictment of the Secretary to the Government of the Federation, Babachir Lawal, and consequent call for his removal and prosecution.

Mr. Buhari, in his letter read by Senate President Bukola Saraki on Tuesday, defended Mr. Lawal and gave reasons he could not act as demanded by the Senate.

The Senate had in December last year asked President Muhammadu Buhari to suspend Mr. Lawal and ensure his prosecution over alleged breach of Nigerian laws in handling contracts awarded by the Presidential Initiative for the North East (PINE).

The Senate’s call followed the interim report of its ad-hoc committee on “mounting humanitarian crisis in the North East” led by Shehu Sani which indicted Mr. Lawal for receiving N200 million contract to clear “invasive plant species” in Yobe State through a company, Rholavision Nigeria Limited.

The Senate said Mr. Lawal remained a director of the company till September 2016, over a year after his appointment, in breach of Nigeria’s code of conduct for public officials as enshrined in the 1999 constitution.

Mr. Lawal denied the allegations, dismissed the Senate as saying “balderdash”, and accused the lawmakers of attempt “to bring him him down at all cost”.

In his reaction conveyed through the letter read by Mr. Saraki Tuesday, Mr. Buhari said the SGF was not given fair hearing before the indictment.

He said Mr. Lawal said neither the SGF nor the company said to have been used to perpetrate the alleged illegality was invited by the the Shehu Sani-committee.

He also said the report of the committee was signed by three of the nine members of the ad hoc commitee, thus making its report a minority report.

Consequently, the president said he had no choice than to not to act against Mr. Lawal as canvassed by the Senate.

But in a quick reaction, Mr. Sani raised a point of order to defend his commitee’s report.

He said Mr. Buhari’s claims were false, insisting that Mr. Lawal and other parties were involved and his committee had evidence.

He also said seven of nine members of the committee signed the report, not three of nine as claimed by Mr. Buhari.

How can Buhari who cleared Babachir in his lengthy letter to the senate in January do a U-turn?

This my friend is the power of opposition, this my friend is the power of the senate, without our opposition/senate, Babachir would have remained in office.

Buhari worked with Abacha (the most corrupt leader in Nigeria's history) am sure Buhari learnt a thing or two from his friend Abacha.

By the time Buhari's admin is over, we will all discover Buhari was even more corrupt than his friend Abacha.

It's clear from the letter the President didn't absolve Lawal of any wrong doing but that the Senate committee didn't, follow principles of fair hearing, allow Lawal or the company opportunity to defend himself before the Senate ad-hoc committee.

So why suspend him now? Has the Senate now 'followed the principles of fair hearing' according to you? What changed between January and April that suddenly brought about this fabricated suspension? It's not that they agreed to investigate then so we can say the outcome has now led to his suspension or sack, rather they now want to start investigations now after setting up their committee instead of using already established anti-corruption agencies. Meanwhile, I hope you saw this part:

The president didn't absolve Babachir, what letter did you read? Buhari had all the facts at his disposal yet cleared Babachir.
Tell me something, what new information does Buhari have now that he did not have in January when he cleared Babachir?

anoda concoction cooked to decieve d gullible. wat stopped buari from setting up his own panel to invesigate d sgf if he wasn't satisfied with d senate report instead he wrote a long letter defending his sgf, just like he did with buratai savings, abba kyari mamman daura n odas. now he's claiming minority report. only zombies (pipul without brain) will believe dis rubbish.
buari's corruption fight is notin but a scam.

That is why I asked you: Has the Senate now complied with the so-called principle of fair hearing which allegation of non-compliance was debunked by Senator Shehu Sani? Why the suspension now? What has changed between January and now? There is no indication that any new information arising from any investigation informed this suspension, rather a panel has just been set up for that purpose so why now? It is not the practice of this administration to suspend its cronies before investigation but they rather do their thing and issue letters of clearance so what is special now?

It may not necessarily be availability of new information, but according to that paragraph in the letter, it was a technical error on the part of the Senate committee to not allow Lawal stand before them and defend himself.

That paragraph holds the key to understanding what happened then and why Lawal is suspended now.

Don't forget Lawal wasn't sleeping on his feet.

Sani addressed the minority report bullsheit on the floor of the Senate and showed the report of the 9-member committee out of which 7 signed so that was a big, fat lie from the covens of the Presidency. That of non-invitation was also debunked cos representatives of those companies gave evidence before the Senate committee and evidence of the invitation placed in the national dailies were also clearly stated.

Lawal was properly invited, there was an acknowledgement of the invitation to his office which Sani mentioned while addressing their crappy clearance letter on the floor of the Senate. He chose not to honour their invitation so how is that the fault of the Senate?

"We invited all the companies concerned. We invited the SGF and he sent us the Secretary of the Presidential Initiative of the North East (PINE)", Sani said.

The Senator who represents Kaduna Central senatorial district in the upper legislative chamber also said Buhari's position that only three Senators signed the interim report indicting the SGF, was a lie.

Sani said seven Senators signed the report and not three.

Sani said: "Issues were raised that only three members of the committee signed that interim report, that was also a second lie coming from the Presidency. I have a copy of the interim report, which was initially signed by seven members of the nine members of that committee and I'm going to submit it to the Clerk of the Senate.

"Even if three people signed, we still have a quorum. But here, I have seven people". Shehu thereafter pronounced President Buhari's anti-corruption war dead.

"This letter is a funeral service for the anti-corruption fight", the Senator declared.

Sani wasn't done.

"When it comes to fighting corruption in the national assembly, judiciary and in the larger Nigerian sectors, the President uses insecticide, but when it comes to fighting corruption within the Presidency, he uses deodorants.

"I stand by the report of the committee and it is very clear to us: if we can allow this committee's report to be shred into pieces, then I think it would be in order for us to open up all the 138 prisons in this country for all the inmates and awaiting trial inmates to go scot free".

The Senate has its ills and there are legion, but in this case, the legislators emerged, oozing of roses.

If The Senate did not invite Lawal why did he send the Secretary of PINE in his place? Yes, the President lied! Whether he was misled or too sick to verify details is not in issue and not up for debate. It his signature that is on that letter.

exactly! i remember vividly how one yeye man called prof sagay (adviser to buari dullard on corruption) dismissed senate invitation of sgf to defend himself as rubbish, dat they lack d power to summon direct appointee of buari before d senate. now they ar singing a different lie dat sgf was not giving fair hearing by d senate. dis govt is a govt of lies, double standard n propaganda.

In as much as I side PMB, Nigerian politics is not black and white.

Sani talked about "interim" report that was signed by 3 (7?) members, how many signed the final report?
Was it the interim report or final report that was sent to the President?
