The President Never used anyone to clip Tinubu's wing, as your amnesia may have you believe. Buhari had made himself cleared from the inception of his government that he would not interfere in any political permutations that does not fall within his campaign tripod of Economy, Security and employment. A stance well evident during the power play of the NASS leadership tussles.
