The fact is that oil prices were dropping from 2013 hence the 36 states requested for sharing the ECA.

While appreciating the "magnanimity" of President Goodluck Jonathan to approve the $1billion from the excess crude account and to be shared among the federal, state and local governments, Odaah expressed disappointment with the returns made by the NNPC.

He said that the states had requested for $2bn to complement for the shortfall in revenue but got only $1billion. In September, Odaah and fellow commissioners had walked out of the Accountant General of the Federation (AGF) when the federal government said that the framework of the 2013 budget was no longer realistic and it won't augment shortfall in revenue. Odaah raised issues with the statutory allocations of previous months.

This clearly shows the trend in the past seven years. The government had shown a preference for borrowing from the domestic market. Most of the domestic debts had not been tied to any specific project but had been raised to finance budget deficits. Economist and Head of Research and Strategy at BGL Securities Limited, Mr. Olufemi Ademola, had attributed the increase in domestic debts to shortfall in revenue and the controversial oil subsidy expenditure.

The rail was built with a loan (which Nigeria is still paying for today), over $8billion was spent in the power sector (but Nigerians didnt see any power improvement), the chunk used for bokoharam war was looted by evil men in the corridors of power (we seem to have forgotten how soldiers kept lamenting of lack of common bullets), 36 state governors (not Amaechi) asked GEJ to release the share of ECA belonging to states cos GEJ was clandestinely dipping his hands into the funds for God knows what; at the end, FG still retained almost 52% of the ECA funds which it eventually still blasted on ghost projects, so that your Amaechi excuse is pointless.

So then, what exactly was all the money used for? Okay sorry I forgot to mention, Nigeria became the private jet sales capital of the world in 2013/2014 (even the president at the time bragged about the exploding number of PJs in Nigeria).
