One of the first references to adequate housing can be found in the United Nations
Universal Declaration of Human Rights, 1948. Article 25 (1) of The Universal
Declaration of Human Rights, 1948, states, “Everyone has the right to a standard of
living adequate for the health and well-being of himself and of his family, including
food, clothing, housing and medical care and necessary social services..” (UN, 1949).
Though there was no use of the specific term „adequate housing‟, but in spirit
adequate housing, safe and adequate water for drinking and other domestic uses, and
proper sanitation facilities were considered important elements of the right to
adequate standard of living. The International Covenant on Economic, Social and
Cultural Rights (ICESCR), 1966, which is the monitoring body for the
implementation of economic, social and cultural rights, recognises adequate housing
as part of the right to an adequate standard of living. The Committee in its Article
11.1 says, “The right of everyone to an adequate standard of living for himself and his
family, including adequate food, clothing and housing, and to the continuous
improvement of living conditions” (UN 2009, p. 11).
Provision of safe and sufficient water and sanitation is an important and integral part
of adequate housing. In 2002, the United Nations Committee on Economic, Social
and Cultural Rights adopted its General Comment No. 15 on the right to water.
The
Committee underlined that the right to water was part of the right to an adequate
standard of living, as were the rights to adequate food, housing and clothing (UN
2010, p. 4). Right to water and sanitation are also recognised independently as basic
human rights. The United Nations General Assembly on 28th July 2010 adopted a
resolution recognising the human right to water and sanitation.

You really have a lot to understand.

Governance has gone beyond that stage, quite alright we have welfare states and the rest.
Currently Nigeria style of Government is geared towards making of policies, monitoring those implementing those policies and provision of certain infrastructure which should not be paid for.
In other words, we are to make policies for the provision of water, but give the licences out for companies to provide it then monitor them.
As far as ministries and parastatals manage this things, and receive their salary at the end of the day, irrespective of what they turn in, you will have non functional systems.
So they best thing is to hand it over to the private see while monitoring it.

A lot of companies sold off and left due to the Niger delta militants issue, boko haram which comprises mostly of youths is doing their damage as well as kidnappers, yahoo boys and fulani herdsmen, most of which fall into youth bracket.

Nigeria has always had electricity problems, so don't go towards that angle

The job of government should be regulating it.
can you tell us where it is written in the constitution that it is now the function of private sector to provide water and electricity to populace. I now see that you are arguing on a biased mind possibly the president is from the north and you are also from the north.

The truth is we expect too much from the government, due to campaign promises.

The federal government is shouldering a lot of the state government responsibilities, while the state has killed the local government.

The Government needs to hands off a lot of responsibilities, why they do most things is because they are avenues for siphoning money.

There was a reason the bureau for privatisation was set up, so as to take off a lot of responsibilities from the government.
The power sector has long been sold.
The water sector is in comatose and needs to be sold.
Same thing should happen to railways, universities, airports, seaports and a lot of other institutions.

The job of Government should be governance, Defense, law, basic education and health.

So can you humbly pick out these educated hard working youth and the uneducated lazy ones from the entire population.



Did he even in any way make referencê to acknowledge the educated and hard working ones if he is on the positive side about his youth at home ? He was only furious and went to the extreme negative to refer to a lot of his youth at home and you are here looking for where he called all youth lazy and if he truly said "lazy". When you say a lot of them in a group, it simply means many or majority in that group and majority they say determines the result.

This argument started with the question where did Buhari say Nigerian youths are lazy, as I said he talked about a lot of youths not going to school and having entitlement mentality being misconstrued to all Nigerian youths are lazy.
I explained to you that in a population of 50 million, 500 thousand is a lot.

You decided to bring in other aspects into it, forgetting that there was a place where I said the stage he said it was wrong, but it would be unfair to twist his words.

Right? Regardless of the figure Mr. Buhari might be refering to when he said alot.

If tomorrow the much touted 15 billion Naira investment proposed by Shell dies a natural death,
resident zombies will say Shell should go to hell with their money rather than accept that the 'truthful' blunder of the president is a major cause.

I know you are probably trying to dance to the tune of your pay masters, so I am going to keep it short.

Politics is the authoritative allocation of values in a society. So whatever is lacking in a society, be it moral values or otherwise, it is the job of those with political power to change the narrative. If the government feels it has past it's duties to provide simple basic amenities like water and electricity as you claimed, then the government should make policies to change the present circumstances. That is what they are elected to do. If the government feels it's citizens are not educated, it should put in policies that will mandate and ensure it's citizens gets quality education.

Like I said in another thread, the problem is most people look at this country from the city perspective.

You need to enter the slums, creeks and deep villages to have another view.

When we have as much as a million people with a wrong view of life, that is a very huge number, unfortunately the number is even more, am a field worker and have been to over 60 riverine communities as well as many communities in the core North and I can tell you we have a bigger problem than the president portrayed.

Identifying the problem is one thing, will power to work on it is another.

Unfortunately but bitterly the president was right.

Chairman your statements are not straight forward, both state government and Federal government are Government. They are all not doing things right. They should put the blame on themselves not Nigerian youth

What caused all this laziness is them that refused to put things in place, rather they embezzled the nation resources and now have the authority to come and pure sand sand for our garri abroad.

If they can't fix it they should leave and let those who can to come

I insist Buhari never called Nigerian youths lazy, as he was referring to uneducated people who refuse to work.

The truth is that is the reality, unfortunately the stage was wrong.
