I think it's because you wouldn't be paying for biometrics again as CIC has changed it's rule on biometrics as they only require you to give it once and it'll be stored for 10 yrs, so your biometrics from the refused application is still effective

Not really true.
Somebody applied for Study Permit in April 2018, he was refused in May 2018 and re-applied in on the 7th July, 2018. He was charged for another $85 biometric fee.

Your wife can apply for open work permit inside Canada provided you maintain your status as a full time student

If something like that happened then it means the person did not use his/her previous account to reapply. You only do biometric ones in 10 years. If you're previously denied visa when reapplying use same account and apply then you will not be charge for biometric. I don't why you're arguing what you have little or no knowledge about

CIC website doesn't lie . The person you are referring to must have used a different account from his or her previous one . I wonder why you would say the information isn't really true when you can see the official link and screenshot. You are to give biometrics once in 10 years

Is very simple. Go to their website, look for course you want then apply if still open. Pay application fee of 100cad which I was charged N32,800 by fidelity bank I don't know about other banks. Then upload your documents that is all you need to do.

I did the above within two weeks I got acceptance letter. Just do it yourself not difficult.

CIC will not lie on their own website. The biometrics thingy will come into effect starting from 31st July, 2018.

I am not here to join issues with anybody.
The person used the same account to re-apply. They still sent a message to him that they needed his biometrics which he did on Thursday at Lekki BUT I WILL AGREE WITH YOU THAT IT WILL TAKE EFFECT FROM JULY 31st
