As regards the blame game on a general level when we look at human affairs. It is as you have said which is correct that "humans try to avoid blame" choose to blame others for their misfortune. And why? The major reason is because people dont practice self responsibility. We all have our roles to play as individual members of the society. There is so much a misunderstanding about what it means by a 'government'. People think it an entity apart but WE are the government if a society fails we all fail.
