CHAIRMAN of the Presidential Advisory Committee on Corruption, Prof. Itse Sagay, SAN, picked holes in the comments of the Speaker of the House of Representatives, Yakubu Dogara that he could not be investigated or interrogated over alleged padding of the 2016 budget. The padding was for good but he failed to make the people understand. We all cannot sink with him.

Arguing that Dogara goofed, Sagay said nobody is exempted from prosecution or interrogation.

He said: “There is no such thing. There is no such legal status in the country. Any other person apart from the President, Vice President, governor and deputy governor can be investigated and prosecuted. Apart from those two groups, there is no other person in this country, who enjoys any form of immunity against investigation, prosecution and interrogation. So, what he is saying is wrong.”

Police can investigate anybody —Ngige

Also speaking, Chief Emeka Ngige, SAN, said: “If truly he said that, it is wrong because the Police can investigate anyone. That is consistent with what I said on Fayose’s case that he can be investigated but not prosecuted because of immunity. The Speaker does not have immunity like Fayose but he can be investigated by the Police but not indicted on the pages of the newspaper. Even Buhari who is protected by immunity can be investigated by the Police but not prosecuted. The Police can do that by following due process. They can write to the Clerk of the House, who is the administrative head of the House, if they want to do that.”

National Publicity Secretary of the Pan-Yoruba socio-political organisation, Afenifere, Mr Yinka Odumakin, said the alleged budget scam had been turned to a family affair.

"You should be able to put two and two together. The confidence that he cannot be interrogated stems from the fact that the Presidency has said that there was no padded budget. So, it is clear that this is a family affair. There are probably some political calculations about this. Some people must have reasoned that if this reaches a logical conclusion and Dogara steps down, it will alter power rotations in the chambers. The party came in first to wade into the matter, second, the Presidency said it was not aware of any padded budget. So, what are we waiting for? The matter is over.

All eyes on Okagbare as athletics events start

The attention of Nigerian fans will from today turn to Rio's Maracana stadium as athletics events of the Olympic Games start, with Blessing Okagbare hunting for an elusive women's 100m medal.

Okagbare, who earlier this week joined the rest of Team Nigerian contingent at the Games Village is set to begin with the 100m heats, with fans back at home hoping for the best from her this time around.

Okagbare, who was spotted by this reporter sharing jokes with her compatriots in the sprawling Games Village, housing all athletes and officials of Rio 2016, beamed with smiles, walking majestically, returning greetings as she soaked in the fun of mingling with other athletes.

After the star-attention she got when she sauntered into the Games Village, Okagbare would face another round of intense of attention as the world waits to see the stunts she would pull on the track when the 100m dash revs up at the imposing and impressive Maracana Stadium.

The Nigerian leading light is not the only top star who comes under intense focus this weekend, with even more attention being beamed on reigning world and Olympic champion, Shelly Ann-Fraser-Pryce, bidding for an unprecedented third back-to-back 100m gold at the Olympics.

At the last Olympics in London some four years ago, Fraser-Pryce beat a star-studded field including Okagbare to claim her second Olympic gold in the 100m, following up on her success at the Beijing 2008 Games.

Unlike Fraser-Pryce who seems to be getting better at the biggest stage, Okagbare has fallen short of the high standards expected of her as evident at the last two editions of the Games but credit to her for remarkably claiming a bronze in the women's long jump at the Beijing Games.

Another Nigerian hopeful in the sprints dash is Glroria Asumnu, who like Okagbare is yet to win a medal in 100m at the Olympics.
Okagbare is competing for medals in her 100m 20m, Long Jump and 4 x 100m women's relay events..

The women's 200m begins on August 15 the long jump starts on August 17 while the women's 4x100m relay blasts off on August 18, with all eyes from Nigeria bearing down on Okagbare, on whose shoulders rest the country's hopes of a medal in athletics.

Senate, yesterday, approved last week’s resolution of the House of Representatives to take over legislative functions of the crisis-ridden Kogi State House of Assembly.
The Senate also adopted the House of Representatives’ resolution declaring null and void, the impeachment of the Speaker of the House of Assembly, Mr. Momoh Jimoh-Lawal, by five members of the state of Assembly.
The Red Chamber condemned the role played by the Nigeria Police in subverting the provisions of the constitution by providing cover for only five members out of the 20 lawmakers in the state, to commit illegality.
In line with the position of the House of Representatives, the Senate directed the Inspector-General of Police to seal-off the Kogi State House of Assembly complex until the matter is finally resolved.
The House of Representatives on Wednesday last week, took over the Kogi State House of Assembly. The development followed the crisis in the Assembly over the impeachment of its speaker.
The House of Representatives went a step further to take over the Kogi Assembly in compliance with Section 11(4) of the 1999 Constitution (as amended).
It took the decision after considering and approving the report of a 10-member investigative panel headed by the Deputy House Whip, Mr. Pally Iriase, to intervene.
The Senate is expected to uphold the resolution of the House to bring it in compliance with the constitutional provision requiring the National Assembly to effect the takeover in line with Section 11(4) of the Constitution.
Five members of the Kogi Assembly had purportedly impeached the Speaker, Lawal and elected Umar Imam as new speaker.
The ‘impeached’ speaker, and 14 other members of the Assembly had in mid February, petitioned the House of Representatives, seeking the latter’ intervention in the brewing crisis.
The Kogi lawmakers had submitted the petition t the House of Representatives’ Majority Leader, Mr. Femi Gbajabiamila, for transmission to the Speaker, Mr. Yakubu Dogara

Nnewi—The Chief of Army Staff, Gen. Tukur Buratai yesterday in Onitsha told officers and men of the 302 Artillary Regiment (General Support) to remain professional and responsive in the discharge of their duties, saying that if they observe the rules of their engagement, there will not be any issue of human rights violation in the discharge of their jobs.

Gen Burutai who was flanked by the General Officer Commanding, GOC, 82 Division of the Nigerian Army, Maj.-Gen. Attahiru, Commander of 302 Artillery Regiment, Col. Isah Abdullahi, and Commanding Officer 14 Field Engineer Regiment, Lt. Col. Sheriff Aremu told the officers and men that their colleagues in the North East are doing them proud and they should live up to their job in the state.

He acknowledged that the soldiers have a lot of problems militating against their jobs, but assured them that these problems are being addressed especially accommodation and other issues, saying that in no distant time, those problems will be a thing of the past.

“I am here for the first time as the Chief of Army Staff to familiarize with you and know some of the problems you face, and the Federal Government under President Muhammadu Buhari is sincere in addressing your welfare issues and the only way to pay back for his genuine commitment is to work hard and according to the rules of your engagement.

“The barracks will be put in proper shape for you and I will like to urge you to be loyal and patriotic in the course of your duties, you have your rules of engagement and you must abide by it, as long as you work according to it, the issue of human rights violation will not be an issue, you must also be your brothers keeper, by helping each other” he said.

Gen. Burutai also paid a courtesy call on Governor Willie Obiano of Anambra State at Governor’s Lodge Amawabia Awka where he also commended him for the cooperation he is giving the military in the state and urged him to continue as his men will help to ensure security like they have always done in the state.

Governor Obiano thanked Gen Burutai for the visit and assured him of more cooperation with the military, just as he expressed satisfaction with their performance in the state, and their collaboration and support to his administration.

ENUGU —The Indigenous People of Biafra,
IPOB, has accused President Muhammadu
Buhari of breaching the 1999 Constitution,
which he swore to protect by allegedly
approving the killing of unarmed Igbo who
were agitating for Biafran Republic.

IPOB also frowned at the confiscation of
newspapers that carried Biafran stories by
armed soldiers in Aba, Abia State Tuesday,
wondering what part of the constitution the
publishers of the newspapers had infringed.
This was contained in a statement jointly
signed by Mr Emma Nmezu and Dr. Clifford
Chukwuemeka Iroanya, who are
spokespersons for IPOB yesterday.

The statement read, “Retired Major General
Muhammadu Buhari, the man who overthrew
a democratically elected government in
Nigeria on December 31, 1983 … has never
hidden his orgy for the extermination of
Biafrans.

“Buhari was among the army officers who led
the British-backed Nigerian military to
massacre over two million Igbo at Owerri in
1968. Since his forced entry into the
presidency of Nigeria in May 2015, Buhari has
supervised the massacre of Biafrans in their
thousands.

"When his government is not snuffing lives
out of unarmed and peaceful Biafrans, he is
incarcerating them and denying them access
to basic information platforms.

"Today (Tuesday) March 15, 2016, Buhari
ordered his soldiers from 144 Battalion, Asa,
Ukwa West Local Government Council, Abia
state to seize newspapers that have captions
or stories related to Biafra.

“We are wondering how much low and absurd
Buhari could get just to show that he relishes
killing Biafrans and intimidating those who are
lucky not to have been felled by his gun-
toting killer squads.

“What does Buhari want to achieve by seizing
newspapers that published Biafra stories?
Which part of the 1999 Constitution is Buhari
enforcing by this dastardly act?

“Is Buhari aware that what he did today
violates every aspect of Chapter IV of the
1999 Constitution of Nigeria? Does Buhari
know that what he did today (Tuesday) is in
contravention of the Seventh Schedule of the
1999 Constitution and is a ground for
impeachment? When will Buhari’s inspired
(action) come to an end?

“By confiscating newspapers, Buhari has
taken this madness to another level. His
despicable conduct today is another evidence
that the International Criminal Court, ICT,
shall consider when looking into the various
crimes he has been committing. It is possible
that Buhari is willingly working himself into
the prison yard in The Hague."

ENUGU —The Pentecostal Fellowship of
Nigeria, PFN, has sent a warning to President
Muhammadu Buhari over the bill seeking to
license religious preachers in Kaduna State.
In a statement yesterday in Enugu, Chairman
of the PFN in the State, Rev. Dr. Godwin
Madu, urged President Muhammadu Buhari to
call Governor Nasir El-Rufai to order as such
move was capable of throwing the country
into chaos.

According to Madu, “the situation in Kaduna
State today calls for caution because this
religious issue may bring problem in other
states if not properly checked.
“The licensing of preachers is not in the best
interest of the nation and it is contrary to the
constitution of the country.

“Are we being forced to have two countries in
Nigeria or two constitutions? Mr President
should intervene in this matter. Let there be
caution and proper understanding between
government, leaders and religious leaders; let
us stop anything that will not make for
peace.”

On the planned establishment of grazing
reserves across the 36 States of the
Federation, the PFN said it was a veiled plan
to Islamize the country.

He said, “We frown at the impending doom
that may befall the nation if Mr. President
fails to check the incessant attempts to
Islamize the states.

“We request the National Assembly not to
consider such bill; let the sponsors of such
bill desist from it.

“The nature of attacks on the host
communities of the Fulani herdsmen is so
damaging; how can a grazing field be given to
them whereas it is the cause of crisis in
several cities across the country.”

The group while decrying the cases of rape,
murder and arson linked to herdsmen, called
on security agencies to rise in defence of
helpless citizens, “whose farms are being
damaged, their wives and daughters raped and
murdered”.

The Independent National Electoral Commission, INEC has started despatching non-sensitive materials for this weekend’s election showdown to the local government areas, the state Resident Electoral Commissioner, Mr Aniedi Ikoiwak said yesterday.

The sensitive materials including ballot papers and result sheets he said would start arriving the state from today.

He said training of ad-hoc staff for the elections was still ongoing in the local government areas.

“We are working, receiving materials and sending especially non sensitive to the local government areas.

“We are hoping that it will be a peaceful election. We are still training some of the adhoc staff in the local government areas. You know we have a timeline. We will be through with training collation officers soon as well”, he said.

Gusau— Two students of Government Unity Secondary School, Gumi, Zamfara State, were reported killed by food poisoning with nine others in critical condition at the Federal Medical Centre, Gusau, the state capital, following which government ordered the closure of the school indefinitely.
A source said: “The food supplied to the students since resumption are expired ones, while some stored grains, such as beans, guinea corn and other perishables were of old stock, and could be the cause of the outbreak.”
However, some of the students told Vanguard that they had been complaining about the quality of food they were being fed with by the school authorities.
One of them, who is from Niger State, said he had long stopped eating the school’s food when he discovered that they were unhealthy, “so I decided to tell my parents to supply me with food from home.”
The state Information and Culture Commissioner, Alhaji Umar Bukkuyum, said what they have on hand in the school was an outbreak, the cause of which is yet to be known.
He said: “Nobody can exactly say what the real cause of this calamity was. We can only talk on an issue that we know, so we will not make mistakes.”
Though he denied the casualty number, the commissioner said only five of them were in the hospital and not nine.
Bukkuyum said the state government had already constituted a committee which was shouldered with the responsibility of finding out the actual cause of the disease and the subsequent death of the two students.

A Kano Higher Sharia Court has sentenced Abdulaziz Daud to death by hanging following charges of blasphemy against Islam levelled against him in a secret trial held in the state.
Abdulaziz Daud, popularly known as Abdul Inyass was arrested on August, 18 2015, in Abuja and brought to Kano to face a secret trial on a two-count charge of blasphemy and inciting crisis, which led to the razing of a Sharia Court and some vehicles in the state.
The accused person was alleged to have committed the said charges on June 31, 2015, during Maulud festivity, where he allegedly made comments against Islam, Counsel to the state government, Barrister Lamido Abba Soron Dinki disclosed that five witnesses, including the police, testified before the Court.
It should be recalled that nine other accomplices had previously been sentenced to death by the same court. The convicted has right to appeal the death sentence.
