It does not differentiate the sum that has been encumbered. The gross can be very misleading.

For instance, you saw the figure of $36.82bn in gross foreign reserves. Despitre bthe size, the central bank were owing buyers of forex $7bn. If it really had $36.82bn, why would it be owing buyers? Because most of it was encumbered. Net foreign reservesm was actually $3.99bn, that was the amount unemcumbered.

The country had to start running all over the place to raise the $7bn. It was the severe scarcity of forex that chased GSK, Shoprite, Emirates out of the country.

When Yar'Adua was there it increased to about 68 or there about that's the highest reserve we got.
