Rochas Okorocha, the Imo State Governor has insisted that the Nigerian constitution allows his son in-law, Uche Nwosu, to be the next governor of the state. Okorocha made the claim while addressing journalists at the state’s Government House in Owerri, the state capital. The governor alleged that some politicians, both at the state and the national levels were ganging up against Nwosu’s governorship ambition. He alleged that those ganging up against Nwosu were using his deputy, Prince Eze Madumere, and some other politicians. Okorocha also said the controversy surrounding pension payment in the state had been resolved by 90 per cent. He said: “The total payment of pension in the state has gone down from N1.4billion to between N600 to N650million. “The problem in Imo state is no longer the issue of zoning. It is now the issue of son-in-law, you can see that the zoning campaign has gone down. I know what is paining my political opponent is the issue of son-in-law including Archbishop Obinna. “Let me tell you, favour has found the young man. It is God and not me. There is no place in the constitution of the Federal Republic of Nigeria that says that an in-law cannot be governor. Nwosu has not done anything wrong to contravene the constitution as to say he is not qualified to be the next governor of Imo state. “I remember the Tinubus in Lagos state and the Sarakis in Kwara state. “I am aware that they are using people like Senator Ifeanyi Araraume, deputy governor, Prince Eze Madumere, Senator Benjamin Uwajumogu to fight me for 2019 and 2023. The names of the five persons who allegedly broke into the Senate and stole the mace on Wednesday, April 18, have been revealed. Senator Ovie Omo-Agege, in protest of his suspension, was said to have led the suspects to the Red Chamber to steal the mace, which is the symbol of authority of the parliament. The Muslim Rights Concern, MURIC, has attacked former President, Goodluck Jonathan, for removing the Arabic Ajami from the N100 note in 2014. The Muslim group said the action of the former President was a major failure of his administration. In a statement signed and forwarded to MC EBISCO on Tuesday by MURIC Director, Prof Ishaq Akintola, the group said Nigerians consider Jonathan’s N100 note as inferior to other printed earlier. MURIC called for the withdrawal of Jonathan’s N100 note from circulation and the reinstatement of Arabic Ajami on N200, The statement said, “The administration of ex-President Goodluck Jonathan officially issued the N100 commemorative centenary banknote on 19th December, 2014. A major feature of that banknote was the removal of Arabic Ajami. “Nigerians consider Jonathan’s N100 note inferior to others printed earlier. It is of very low quality. It tears easily. It lacks second hand value. It grows soft and fragile with time, thereby making it difficult to handle or fold in people’s pockets or wallets. It has therefore failed as a veritable means of exchange. Placed side by side with the old N100 note which still has the Arabic Ajami inscription and which is still in circulation, Jonathan’s N100 shrinks into oblivion. “The Muslim Rights Concern (MURIC) is constrained to affirm that Jonathan’s N100 note is a fiscal embarrassment, a huge disappointment and a colossal waste of the nation’s scarce resources. Three and a half years on, Jonathan’s N100 note has qualified for the worst banknote ever printed in Nigeria. It is a national disgrace. This banknote should be withdrawn from circulation. “It is not too difficult to guess what went wrong. Jonathan was blinded by his anti-Arabic sentiment that he ignored quality control measures. His only concern was to implement the hate agenda of a few anti-Muslim elements who are bent on eliminating all vestiges of Islam from the Nigerian environment. “It was not the first time this would happen. Arabic inscriptions which have always been on Nigerian currency since independence were unceremoniously removed in 2005 from N5, N10, N20 and N50 denominations during the reign of Olusegun Obasanjo. It must be noted that there has been surreptitious pressure from the Christian Association of Nigeria (CAN) for the removal of Arabic from the naira. “But Nigerians need to know that this move was calculated to hurt the Muslim population and may end up as a disservice to the nation. The average Northerner cannot read any other script except in Arabic Ajami and anyone who wants to communicate with him effectively must use the Ajami, not even writings in Hausa language can help in this matter. Millions of Northerners have therefore been marginalized by removing the Arabic Ajami from Jonathan’s poor quality N100 note and Obasanjo’s N5, N10, N20 and N50 denominations. “The removal of Arabic Ajami is being interpreted as an attempt to discourage the learning and use of Arabic language which is the language of the Glorious Qur’an. It is a sensitive religious matter. Nobody can do this in Nigeria and expect the Muslims to organize a carnival for him. But as usual, our leaders manifest the noun ‘deaf’ and the verb ‘to ignore’. “MURIC complained in 2005 when Obasanjo removed Arabic Ajami from new naira notes. The fact that Jonathan repeated the same thing has raised concern among Muslims. Why does Arabic always become the victim any time a Christian becomes president? It means that there is a conspiracy to gradually and tactically eliminate Arabic Ajami. It is only logical to expect the removal of Arabic from other notes when another Christian becomes president. ‘When shall we three meet again? In thunder, lightening and rain?’ When will these conspirators descend on the remaining notes which still has Arabic Ajami on them: N100, N200, N500 and N1,000? Should we expect the removal of Arabic Ajami from these remaining denominations when another Christian becomes president? Is it ‘when the hullybully is done and gone?’ Or is it ‘when the battle is lost and won?’ It looks very much like an agendum continuum. ”Currencies worldwide are designed to suit each nation’s culture and history. Incidentally, Nigeria is a multireligious entity. In this case, therefore, our cultural and religious homogeneity should be the criteria, particularly when designing our banknotes, our stamps, etc. “But these two Christian presidents (Obasanjo and Jonathan) failed in this onerous task. They retained the English letters which symbolize Christianity and removed the Arabic Ajami which stands for Islam. It is simply bad leadership. They allowed sectional interests to override their avowed neutrality. What else is ethnic cleansing? We are all tax payers and to that extent we all deserve representation. “For the avoidance of doubt, we as Muslims are ready and willing to peacefully coexist with our Christian neighbours, but on equal terms. It must be with the proviso: ‘live and let live’. No more, no less. We believe that the religion of the president is of little consequence so long as he is fair to all. We will always address issues, not primordial sentiments and, by the way, our Arabic is very dear to us. It is tangential, not peripheral. “In conclusion, MURIC demands the withdrawal of Jonathan’s N100 note from circulation and the reinstatement of Arabic Ajami on N200, N500 and N1,000 denominations. We affirm that Jonathan’s N100 note was a scam. We therefore call for a probe. We warn against any attempt by any future Nigerian leader to remove Arabic Ajami from the few remaining denominations. Former governor of Abia state and chieftain of the ruling All Progressives Congress,APC, Chief Orji Uzor Kalu, has debunked claims that his corruption case at the court has thawed since he started campaigning for President Muhammadu Buhari’s re-election, Kalu, pointed out that the Economic and Financial Crimes Commission, EFCC, is vigorously prosecuting the case. In a right of reply to an article where former presidential spokesman, Segun Adeniyi, allegedly accused him of “gallivanting” all over the country for Buhari because there is an “anti-corruption” case against him, the APC stalwart asserted that he has never asked anyone to intervene on his behalf in the matter before the Federal High Court in Lagos. Recall that the EFCC had last month through its counsel in the corruption case of about N3bn, Mr Rotimi Jacobs, told the court that it was not deliberately delaying the trial, stating that, “The case was filed since 2007 and the defendants challenged the jurisdiction of the court up until 2015, before the Supreme Court made a final pronouncement on the issue. I cannot be forced to close my case because we need to bring the facts before the court”. Kalu, in the article published Monday on Daily Sun, maintained that he has no apologies for campaigning for Buhari’s re-election, stating that it is what he believes in and it is his inalienable right to hold and express an opinion or belief. “I believe that Buhari’s re-election in 2019 will pave way for president of Igbo extraction in 2023!” he said. Part of the essay reads, “How can a man who has been in court for 11 years, and whose case is still being vigorously prosecuted and a robust defence rising up to the challenge, be said to be doing what he is doing because of alleged corruption charges? “The truth is, I have never intervened nor asked anyone to intervene on my behalf in the judicial process. I remain a firm believer in the rule of law and would rather the judicial process was fully exhausted in this matter. I am convinced I haven’t stolen a dime while I was in government. I believe many people, including Segun, know that I am being persecuted for my principled and dogged stance against former President Olusegun Obasanjo’s evil third term agenda. “On my ongoing matter with the EFCC, that matter is still being prosecuted and it would be sub judice to speak extensively on it. However, I would like to state that, in criminal jurisprudence, cases must be proved beyond reasonable doubt to achieve conviction. Until that is achieved, I remain a bona fide free citizen of Nigeria and as such free to enjoy my right of association, right to free movement and right to hold opinion, no matter how contrary. “I have also not interfered with the on-going trial and at no point has my trial been adjourned because I was not available in court. If you check the records of court, I have always been present to face trial. I even had to cut short my business trips to be in court. So, to make insinuations, like Segun did, is akin to attempting to force the hand of court. Chaos has taken over some streets of Abuja as members of the Islamic Movement of Nigeria (IMN), also called Shiites, clashed with police officers during a protest demanding the release of their spiritual leader, Ibrahim El-Zakzaky, on Monday, April 16, 2018. Eyewitnesses have taken to social media to report gun shots from the police as protesters were also attacked with tear gas and water canons. Trouble has reportedly spread through Maitama, Transcorp Hilton Hotel, Unity Fountain, Millennium Park and Ministers Hill in the capital city as protesters have been reported to fight back. Some of them were recorded on video attacking a Police anti-riot van after it sprayed the mob with water from mounted canons. It remains unclear what led to Monday's altercation, but tension has been brewing for months as the protesters march everyday in an unrelenting effort to secure the release of their leader. This was a direct consequence of his followers' clash with the convoy of the Chief of Army Staff, Lieutenant-General Tukur Buratai. Despite the court order of Justice Gabriel Kolawole calling for his release on December 2, 2016, after he ruled that the government's justification of "holding him for his own protection" is insufficient, the cleric remains in government custody with his wife. Former Governor of Ekiti State, Dr Kayode Fayemi, on Saturday declared for the governorship race on the platform of the All Progressives Congress (APC), boasting that the party will defeat Governor Ayodele Fayose in the July 14 poll and ensure that he goes to jail afterwards. Fayemi said the party will deploy everything within the constitution to ensure that whoever emerges in the May 5 primary will triumph over the candidate of the Peoples Democratic Party (PDP). “They said the June 21 governorship poll is free, fair and credible, so that of July 14 will be free, fair and transparent as well. They will accuse us of so many things. They will accuse us of using federal might, but we will not care”, Fayemi said. The declaration, which locked down Ado Ekiti, was attended by large crowd of party supporters and admirers, who clad in vests bearing the portrait of the Minister of Mines and Steel Development. There traffic was chaotic along Ado-Ikere-Akure road for several hours, with commuters spending over one hour to navigate a distance that would take less than two minutes on a normal day. Fayemi, who was the governor between October 16, 2010 to October 15, 2014, was defeated in the last election held on June 21, 2014 by Governor Ayodele Fayose. The Minister was the number 37 aspirant to have declared interest in the coveted seat; 21 have collected the nomination and expression of interest forms at the headquarters of the APC in Abuja. Addressing the State Working Committee (SWC), led by its State Deputy Chairman, Mrs Kemi Olaleye, Fayemi said: “We will use local, state and federal power to take over Ekiti from a rapacious and government being run by brigand in Ekiti. “Those of us who traveled out of Ekiti, we are being insulted, assaulted and mocked on daily basis asking why Ekiti they thought were well read, refined and exposed could make a character like Governor Ayodele Fayose as their governor. “That is why it is important for us to reclaim our land and restore our values. Each time I move round Ekiti, I see the pains on the faces of the 25,000 elderly persons who benefited from our social security scheme, 600 people who were employed into the peace corps, 10, 000 volunteers who took N10,000 per month, among others but have been cut off from these safety nets by Fayose. “More than 40,000 persons who were gainfully employed by my government have been disengaged by this present government in Ekiti. “Under my government, I increased the salary of workers from N5,000 to N7,000 and from N7,000 to N13,000 and later N19,3000. Who will the workers hate between a government that did these and one that is not paying salary for more than ten months? “They said teachers didn’t like Fayemi. During my time, education is free up to SS3. I paid rural allowance to teachers, Core Subjects’ Allowance, paid scholarship and bursary, paid for WAEC and NECO, but all these have been stopped by a government that has no interest in social investment. “Today, I can boldly say that there is no town I get to out of the 133 towns and villages in our dear state where I will not point to five projects. If I have not done their road, I would have built schools, or renovate their hospital, but today, nothing is happening. “Even those projects I did not complete were abandoned by Fayose. There is no single aspirant in APC who will not do much more fantastic works than what we are getting in Ekiti under Fayose among all the aspirants on the APC platform. “That is why it is important for us to be united. Let me say this, I am a loyal party man and I am ready to support whoever the party fields as the candidate”. On the virulent attacks against his person on why he is recontesting despite holding a pivotal position as a Minister, Fayemi said: “Yes, am holding an important position in this government through the grace of God and by the magnanimity of our leader, President Muhammadu Buhari and I am satisfied with it if politics that I play is for me and my family alone. “But there is an unfinished business in our State. We have to complete and bring back those projects we initiated when we were in the saddle. But politics, to me, is not about title but about service and sacrifice”. On the rising acrimony among the aspirants, the Minister urged the State Working Committee to set out a code of ethics to regulate the conducts of every contestant, describing the tirades against his person as unacceptable. “it is absolutely unacceptable for aspirants to indulge in abuses, use intemperate languages against one another. If we do this, we will be damaging the brand the APC is known for. Each contestant should sell his brand to the party delegates who will decide our fates. “We should be ready to support whoever the party picks as the candidate, provided the process is free, fair and transparent if truly we are loyal party men. I will see whoever fights after the primary as a mole who was sent to destroy our party”. The Acting Chairman, Olaleye, said the party will try its best to be transparent in the primary, warning members against hurling insults on SWC members. “We are in a sensitive time and we need ourselves. No one can win election alone, so I beg of you to be not use your write ups on our platforms to destroy our party. “Let us be united and know that we have only one enemy which is Fayose. “Our Minister has been supportive to the party. The Nigerian Army on Saturday said its troops killed seven Boko Haram insurgents in the ongoing clearance operation in separate ambushes in Borno. Col. Onyema Nwachukwu, the Deputy Director, Army Public Relations, Operation LAFIYA DOLE, made the disclosure in a statement in Maiduguri. Nwachukwu disclosed that the troops also arrested a suspected Boko Haram insurgents’ spy, Modu Chari, and recovered arms in multiple encounters with the fleeing terrorists on April 13. He said that the troops killed two insurgents fleeing from military onslaught in Sambisa Forest at Kusheri-Ardodam along Magumeri in Borno, adding that the troops recovered two AK 47 rifles, three magazines and 18 rounds of 7.62 mm NATO type ammunition. Nwachukwu revealed that troops also neutralized two insurgents in an ambush along a remote track in Mafa, recovering one AK 47 rifle, two magazines and a bicycle. In another ambush, he said, three fleeing insurgents were killed by troops at Multe-Lawanti, South of Furfur in Damboa, Borno, and recovered one AK 47 rifle, three motorcycles, two bicycles, spanners and dresses. The army spokesman disclosed that the troops on Friday arrested a member of the Boko Haram terrorists group, Madu Chari, while transiting along Cross Kauwa in the northern region of Borno. He explained that the suspect was on an espionage mission when he was nabbed by troops, adding that investigations indicated that Chari was an active member of the Al Barnawi faction of the terrorists group. “The ferocity of the ongoing Counter Terrorism and Counter Insurgency Operations to rid the northeast of Boko Haram hideouts and enclaves has further suffocated the terrorists group hence they resorted to suicide attacks on innocent civilians. “It is crucial, therefore, to draw the attention of the general public to the terrorists’ callous resort to the use of diverse types of Improvised Explosive Devices (IEDs), to attack vulnerable civilians in their bid to instil fear amongst the populace in order to remain relevant. “Members of the public are advised to be vigilant and report suspicious persons, movements and activities to security agencies”. http://www.mcebisco.com.ng/2018/04/troops-ambush-kill-7-boko-haram.html

Olawale Salami, the Director of Research, Programmes and Documentation of the Centre for Anti-Corruption and Open Leadership (CACOL), is dead. His death was announced by Aghagbobi Ikenna, CACOL’s Assistant Programmes Officer (APO), Media and Publications. Aghagbobi in a statement on Wednesday announced that Salami died at the Summit Hospital, Shasha, Lagos, after a brief illness. He disclosed that Salami took ill while preparing for work and died about 5.30pm the same day after efforts to resuscitate him by the medical team were unsuccessful. “The late Salami, who celebrated his 50th birthday less than two weeks earlier, was one of the first to believe that the establishment of CACOL would thrive despite that other comrades expressed their fears and disbelief in the struggl,” Aghagbobi said http://www.mcebisco.com.ng/2018/04/cacol-director-salami-is-dead.html

• Urge FG to drop charges against him • Accuse govt of neglecting N’Delta region The Ijaw Youths Council (IYC) has felicitated with Niger Delta ex-militant leader, Government Ekpemupolo, as he marks his 47th birthday today. The group appealed to the Federal Government to end all legal issues involving the ex-militant leader, popularly called Tompolo, and pays more attention to the development of the Niger Delta region. The President of the IYC, Eric Omare, in a statement, said Tompolo have made indelible marks in the struggle for the advancement of the Niger Delta region at great risk to his life and family. He said: “Tompolo is a true hero in the class of the late Major Jasper Adaka Boro, Harold Dappa-Biriye, Ken Saro Wiwa and other Niger Delta heroes. He added that Tompolo gave everything towards the emancipation of the people of the region. The IYC leader also condemned the apathetic attitude of the Federal Government towards the demands of the people. He expressed concern that the promise made by Vice President Yemi Osibanjo that oil firms should relocate their headquarters to the area, has not been fulfilled. He added that similar promises made at the peak of the renewed hostilities spearheaded by the Niger Delta Avengers, have also not been kept. The IYC president said some key projects that were ongoing in the region have been relegated to the background. He cited the Federal Government’s deliberate non-funding of the East-West Road, despite the increase in capital funding of projects. The IYC reiterated that federalism remains the key demand of the Niger Delta people. Omare added that the issue, which would make the people to control their resources, has remained elusive. He, however, commended the Federal Government for fulfilling its promise to begin academic activities at the Nigerian Maritime University, Okerenkoko, in Delta State. The Federal Government has announced that it has received 322.51 million dollars from the Swiss Government as part of looted funds recovered from former Head of State, late General Sani Abacha. Oluyinka Akintunde, the Special Adviser, Media and Communications to the Minister of Finance, said this in a statement on Tuesday in Abuja. Akintunde said there was no controversy surrounding the recovery of stolen funds by the former head of state from the Swiss Government. “The minister wishes to dissociate herself and the Federal Ministry of Finance from recent reports on the Abacha refunds. “The minister had at no time written any letter to the President or any member of the Federal Executive Council (FEC) on the payment of lawyers for the Abacha recovery. “She also refutes the flawed reports of controversy surrounding the Abacha recovery. “We wish to state that the sum of 322,515,931.83 dollars was received into a Special Account in the Central Bank of Nigeria (CBN) on Dec. 18, 2017 from the Swiss Government. “For the avoidance of doubt, there is no controversy concerning the recovery of the Abacha monies from the Swiss Government,” he said. IG deploys surveillance aircraft in state as killings escalate Paul Obi in Abuja and Wole Ayodele in Jalingogroups to perpetuate heinous crimes, including killings. The panel is in reaction to the accusation by the former Minister of Defence and Chief of Army Staff (COAS), Gen. Theophilus Y. Damjuma (rtd), who had accused the military, particularly the Nigerian Army, of colluding with herdsmen to commit atrocities in Taraba State. Danjuma in his speech at the Taraba State University convocation ceremony recently, had charged indigenes of the state to defend themselves against killers, given the spate of herdsmen killings in the North-central region and other parts of the country and the inability of the armed forces to protect them. The army had since 2015 conducted Operation MESA and Operation Ayem Akpetuma, among other military exercises in various states to stop the killings, which have continued unabated. Inaugurating the committee, the Chief of Army Staff (COAS), Lt Gen. Tukur Buratai, observed that Danjuma’s allegations among other accusations against the army, were grievous and could have deep consequences on the armed forces. According to Buratai, “The Nigerian army has over the years conducted operations in line with its constitutional responsibility of defending the territorial integrity of Nigeria and providing aid to civil authority whenever it is called upon for such a task. “However, the actions of the army in recent military operations, particularly in Taraba State, have been criticised by individuals and interest groups from different sectors of the society. “Some of these concerns have come from the state government, non-governmental organisations (NGOs) and very senior citizens from the state.” Buratai further stated that most recently, Danjuma had alleged that the armed forces of Nigeria were colluding with bandits and other criminal elements. “Statements of this nature could damage the reputation of the AFN and thus cannot be ignored if the Nigerian army (NA) is to continue to earn the trust and respect of the Nigerian populace. “Thus it became imperative for the NA to set up this panel to confirm the veracity or otherwise of these allegations. As members you were carefully selected based on your proven record of integrity and meticulousness. “I have no doubt that you will do a great job. The terms of reference given to you is robust and has been articulated to enable you focus on the crux of the matter and expedite your actions towards unravelling the true situation of things. “I have directed AHQ DAPP and the various formations to provide you with all the necessary logistics required for the completion of your assigned tasks. “You are enjoined to visit all flash points and interact with various stakeholders and interest groups in Taraba State in order to come up with a comprehensive report,” he said. Continuing, he added: “Let me hasten to add that the task at hand is a burning national issue, hence you are to treat this assignment with the seriousness it deserves. “To this end, by the powers conferred on me as the Chief of Army Staff, I hereby officially inaugurate the constituted panel to investigate the allegations made against the NA in the course of operations in Taraba State.” Speaking on behalf of the committee members, the Chairman, Major General Joseph Nimmyel (rtd), assured Buratai of the readiness of the committee to deliver on their mandate and terms of reference. Nimmyel also commended the army for showing its commitment to be accountable to the people, by setting good example, specifically, by constituting a panel to investigate alleged abuses by the army in Taraba State. The committee’s terms of reference include to ascertain and record the timeline of clashes and security breaches in Taraba State from 2015; to find out and document all military responses to the identified clashes in the state within the stipulated time. The mandate also included ascertaining the role and actions of the commanders during the said clashes and security breaches in Taraba State, to ascertain and verify claims by Danjuma and to also verify all other claims by other groups and persons. Other members of the committee are Brig Gen Saka Abubakar (rtd) Brig Gen. S. Muhammed, Brig Gen. R.K. Alexander, Brig Gen S.N. Eze, Brig Gen. K. Olajide, Abdul Atadoga Ibrahim (SAN), Mrs. Comfort Dawut and Col. MJ Gambo. The committee is expected to submit its report on the April 19, 2018, in Abuja. Meanwhile, the Inspector General of Police (IG), Ibrahim Idris, has deployed a surveillance aircraft to Taraba State as killings escalate in the state. Six people were again killed yesterday by herdsmen at Tati village in Takum Local Government Area of the state, bringing the number of people killed in various communities from last Wednesday to 19. Besides the aircraft, three units of riot policemen have also been deployed to the state, bringing the total number of police units in the state to eight. The IG announced the deployments yesterday when he paid a courtesy call on the State Governor, Darius Ishaku, in Jalingo as part of his three-day working visit to the state. Idris noted that his visit to the state was in fulfilment of his promise to Ishaku when the governor paid him a visit in his office in Abuja last week to find a lasting solution to the incessant killings in the state. “I want to announce to you that the surveillance aircraft you requested for is already in the state and we have also deploy additional three mobile police units to be deployed to flashpoints in the state to ensure the total restoration of peace,” he stated. The IG equally disclosed that he would inaugurate a mobile squadron base in Takum today as part of efforts to boost manpower and police the state more effectively. “I can assure you that we will do everything to ensure that the inhabitants of the state are safe and I would be inaugurating a mobile squadron base in Takum tomorrow (today) as part of our efforts in fighting criminality in the state” The IG later met with traditional rulers and religious leaders in the state including members of the police community relations committee and other stakeholders in the state. Welcoming the IG to the state, Governor Ishaku commended the police command in the state particularly the Commissioner of Police for working tirelessly and diligently to maintain peace in the state just as he commended the IG for his prompt response to his request for a surveillance aircraft and additional manpower. He decried the continuous killings in several parts of the state which he said have become very worrisome and a huge concern to all lovers of peace. “These killings have to stop. The Independent National Electoral Commission (INEC) has expressed concern over the growing incidence of interference in the electoral process as a result of the deployment of counter-technology devices. The commission said given the high stakes involved in conducting elections in developing countries, electoral management bodies should be worried about the twin issues of communications and security. The Chairman of INEC, Prof. Mahmood Yakubu, who shared the concern at a conference on the use of technology in elections in the West and Southern African sub regions in Abuja yesterday, observed that the concern is more in situations where data is indirectly transmitted to the tallying centres through offshore vendors rather than exclusively controlled within national boundaries by the election management bodies. “In addition, we have to contend with the disturbing but rapidly evolving incidence of election meddling through the deployment of counter-technology on a global scale by state and non-state actors,” Yakubu said. Also, Yakubu said given the deficit of infrastructure and expertise in many countries in this sub-regions and the regularity with which elections are conducted, concerns have been raised about cost, choice and effectiveness of technology. However, the INEC boss said although there are some challenges associated with use of technology, adding that the benefits outweigh the disadvantages. According to Yakubu, the deployment of technology has empowered citizens now more than before; to organise, mobilise and protect their mandates through the use of various social media platforms. He said there was no going back in the deployment of technology in the conduct of elections in the country. The commission boss noted that by coming together of election managers and experts from West and Southern African countries to share experiences, it would enable them come out with appropriate and cost-effective technology that would increase public confidence in the electoral process and further protect the sanctity and integrity of the ballot. President of the European Centre for Electoral Support (ECES), Ms. Monica Frassoni, however, noted that the introduction of technology in the electoral and democratic process were not given, adding that there are pros and cons associated with it. ”The perception of an impartial and competent electoral management body is a precondition for technology to be perceived as an aid to the perfection of the electoral process,” Frassoni stated. She told the conference that the use of other technologies and Information and Communication Technologies (ICTs) in elections have been seen both as a facilitator and a spoiler to the process. According to her, “All too often, in Africa, Europe and the Americas, we hear about how ICTs have been used to influence the election results.” The representative of the Economic Community of West African States (ECOWAS), Francis Oke, advised that the deployment of technology in elections should be scrutinised, however, called for confidence building. Oke, who noted that elections create tension in Africa, disclosed that this problem led to the formation of ECOWAS Network of Electoral Commission (ECONEC) to assist in information sharing by EMBs in the sub-region. The Executive Committee Chairperson of South African Development Community (SADC), Advocate Notemba Tjipueja, numerated the benefits of the deployment of technology in the conduct of elections. Boss Mustapha, the Secretary to the Government of the Federation (SGF), has directed parastatals and agencies to comply with the Federal Government circulars on procurement plans and records. Mustapha gave the directive on Saturday in Abuja at the 2018 Procurement Retreat for Chief Executive Officers (CEOs) of Federal Government parastatals and agencies. The retreat, with the theme: “Public Procurement for Sustainable National Development” was organised by the Bureau of Public Procurement (BPP) in partnership with the office of the SGF. Mustapha, represented by Mr Olusegun Adekinle, a Permanent Secretary in the Office of the SGF, cautioned government agencies against doing business with contractors without proper registration on the national database. He called on participants at the retreat to constantly liaise with their supervisory ministries to ensure strict compliance with the provisions of the Public Procurement Act. The SGF said government would not hesitate to deal with erring agencies that were yet to submit their procurement plans and records for 2017 and 2018. “It is mandatory for every government agency to use the public procurement documents as authorised by the BPP, such as, the Standard Bidding Documents (SBDs) and other BPP documents. “All agencies must de-emphasise the use of selective tendering methods as the norm rather than the Open Competitive methods as prescribed by the Public Procurement Act. “Agencies must ensure that they have the final engineering design for any project to reduce the high rate of fluctuations and variations,” he said. Mustapha said the Federal Government was in the process of implementing E-Procurement process that would help prevent corruption, pointing out that the BPP was a preventive agency. He called on the retreat participants to embrace accountability, transparency and integrity in procurement process, adding that the idea was to enhance budget implementation process. “I, therefore, urge you CEOs to be thorough and careful in the discharge of your responsibilities in the public procurement process with the highest sense of accountability, ethics and integrity. Troops of 33 Artillery Brigade on April 5, 2018 arrested one Saidu Hamidu Jenga, 33, along Maiduguri bye pass, Bauchi in connection with BOKO Haram activities. A statement from Texas CHukwu, Brigadier General and Director Army Public Relations said, the suspect was allegedly overheard discussing about movement of arms and ammunition on phone. “Items recovered include one techno phone with two sim cards as well as N6,870 cash,” the statement said. Similarly, troops of operation LAFIYA DOLE have arrested a suspected Boko Haram terrorist, Umar Ali, 59, from Mirnga village in Biu Local Government Area of Borno state. “He was arrested at Galdimare ward in Biu town. Preliminary investigation revealed that he had been participating in Boko Haram activities in the area. “The public is hereby advised to always give useful information to the security agency to aid them in carrying out assigned tasks,” the statement added In another development, troops of operation LAFIYA DOLE on 6 April, 2018 neutralise suspected BOKO Haram terrorists in Barkin Dutse area of Adamawa State following a distress call from hunters. The terrorists on sighting the troops opened fire which resulted in exchange of fire. Five Boko Haram terrorists were neutralized while some escaped into nearby caves during the encounter. The chargers are, however, on a four-count charge of forgery, fraud, falsification of documents with the intent to defraud. Committed an offence punishable under section 168 (d) of the Criminal Law of Lagos State of Nigeria, 2015. “After trying to break into the COSON house in Ikeja for a meeting with ‘thugs’, Efe went on to forge the letterhead of COSON and sent out which is a crime. Prior to his admitting to the crime after the report, it became a criminal offence. And the Police commissioner also has stepped in”. The Kogi State Governor, Yahaya Bello, on Tuesday attended a meeting at the presidential villa in Abuja with crutches. His spokesman, Kingsley Fanwo, had revealed how he sustained injury on his left foot and had his leg bandaged by doctors. He said the incident happened while he was alighting from a vehicle. “The Governor missed his footing last Friday March 30, 2018 while alighting from a vehicle and injured his left foot. The Presidency, on Monday night, made it clear that President Muhammadu Buhari’s administration would not join issues with former President Olusegun Obasanjo over his latest comments Obasanjo while addressing a group of youths who visited him at his country home in Abeokuta, described the Buhari administration as a failure. He also asked the All Progressives Congress (APC)-led government to stop complaining about the challenges it met on the ground. “What we have now is failure. Bishop Okorafor, who tongue lashed Governor Okorocha over his alleged inordinate desire to install his son-in-law as his successor in 2019, said Okorocha has not only disappointed God and the people of state with his ‘undemocratic mode of governance’, but has taken both the people and God or granted. He recalled that in his presidential address in 2017, he had advised Governor Okorocha to resist the urge to put forward his son-in-law as his immediate successor in 2019, insisting that he ought not to be a candidate after him. The Socio-Economic Rights and Accountability Project (SERAP) has urged the government of President Muhammadu Buhari to immediately withdraw its “clumsy, arbitrary and selective looters’ list”. The organization said the action can only diminish the government’s ability to fight corruption, frustrate its mouthed goal of transparent governance, allow suspected perpetrators – whether from the All Progressives Congress (APC) or the Peoples Democratic Party (PDP) – to escape justice, and ultimately, deny victims of corruption justice and effective remedies. The Minister of Information and Culture, Alhaji Lai Mohammed had on Friday released a list of some of those who allegedly looted the nation’s treasury. Reacting, SERAP, in a statement on Sunday by its executive director, Adetokunbo Mumuni, said the authorities should withdraw the looters’ list and come up with a comprehensive list as ordered by Justice Hadiza Shagari last year. “Allowing the published looters’ list to stand will undermine the credibility of the government’s claim to fight corruption, and signal to Nigerians that it is not serious to satisfactorily address the allegations of grand corruption under the former government of President Goodluck Jonathan and involving those close to this government,” it said. Hide quoted text “If Buhari is truly interested in vindicating the rule of law and the proper administration of justice, his government will do well to genuinely obey Justice Shagari’s judgment ordering the authorities to ‘tell Nigerians the full names of all suspected looters of the public treasury past and present.’ Few things would go farther in fostering and nurturing our system of constitutionalism, democracy, and the rule of law. “This politicized list comes at a time when the government is promoting itself as a beacon of transparency and accountability, and a model for other African countries to follow. The authorities ought to have resisted the temptation to put out this shambolic list and instead obeyed the spirit and the letter of Justice Shagari judgment. “What is at stake is not just the rule of law, but also the larger question of whether the government is really serious to fight grand corruption and combat the impunity of perpetrators, regardless of who is involved. “The government cannot pick and choose which judgments it wants to obey even though the judgments at times may be highly unsettling. The judgment ought to have been fully obeyed and implemented even if the government would step on toes and make some politicians uncomfortable. “For the government to impose this list on Nigerians, which would seem to serve as an expedient means to an end that disregard the orders by Justice Shagari is more than a violation of law; it is a breach of trust with the Nigerian people. “If disobedience of court orders becomes the norm, the ship of government would become anchorless and adrift in a sea of treacherous uncertainty that could lead to a beachhead on the land of tyranny. “If Buhari is to renew his commitment to fight corruption regardless of whether it involves politicians from his own party and the opposition, something more than a propaganda list and hypocritical conduct is needed to restore citizens’ confidence in the ability of his government to deliver on good governance. “That something more is a restoration of the rule of law. Our courts, interpreting our Constitution and legislation, stand as the living symbol of the rule of law. Vice President, Yemi Osinbajo has hailed Minister of Transportation, Rotimi Amaechi, for the progress of work on the Lekki Sea Port at Ibeju Lekki in Lagos.
