I will attempt to answer your question with how I understand this. The world is wicked. Western leaders are not really interested with Peace in Israel and Palestine because like you've rightly and logically noted, if they were, the logical thing would be to try and broker peace by calling to sides to a round table and promote a ceasefire rather than supporting one group over the other. They are simply more interested in keeping Israel as a Military partner in the middle east in case any problem arises in the middle east in the future and so they have an always ready military partner to for example launch troops from. So as long as Israel is their ally, they can exact more influence over that region.Afterall it's not their children that are being bombed.Otherwise they would have adopted the same strategy they adopted in Africa in middle east where they let the ECOWAS decide the fate of Niger and also let middle eastern countries decide the fate of both Israel and Palestine. I do not have time to be discussing stamps with you. It is not the stamps that make the transcript official but that it is verifiable to come directly from the school. Some universities in the past will allow you to self deliver transcripts as long as it was in a sealed envelope. But they have stopped accepting these because of his issues that the envelope can be opened, manipulated and resealed.

Now, for the transcript to be official, the results must come directly from your school and to the requesting institution. Or , it must be an encrypted PDF verified on an online server. In fact if you attempt to print out from the Encrypted PDF, it will either 1) not allow you to print it or 2)Paste unofficial as a watermark on the printed copy.

The reason why I know this is because I have one of such PDFs from a school I graduated from. Many institutions will accept you to send this PDF to them. Not a print out from it. But the PDF itself. The idea being that the PDF is encrypted and cannot be tampered with.

No where is a stamp or no stamp an important matter in this discussion.
