Please why am I being charged $16.5 (9,650 naira) to transport my goods from lagos to Port Harcourt. This is extremely expensive

Chrisvicmall is currently charging 820/1$ as at today when the exchange rate is 700 to a dollar, when I questioned them as to why, they said it was due to the Unstable fluctuating Naira, but when you leave your own rate 100+ above the black market rate I think this is questionable and fraudulent if they should hold up such rate then they should be reported as one of the causes Fx problems
