There are 3 methods I use very frequently in charging clients as a COREN registered Engineer.
1. Percentages: this depends on the complexity and magnitude of d project in question. But for a simple 1 storey stuff, 5%-15% is fair based on the skills and JD of the Engineer.
2. Milestones: you can apportion payments for his services at completion of each milestone. E.g NXXX,000 for foundation, Decking (solid slab), etc. In this method, payments should be mutually agreed and allow for initial supervision mobilization.
3. MOnthly Equal payments: if you have all the finance †̥☺ complete the work in say 4 months. And sure there are № obstacles, you can negotiate monthly equal payments with the Engineer throughout the duration of the project. Signed agreement. This can be better than the percentage method if the contract is not a 'well-structured' type. This is the method I used †̥☺ build a Bank branch in VI in 5 months

It all depends, on a lot of things, distance, complexity, environment etc. But 10% is not outrageous in any way. Make him see reason to come down a bit.
