Purchasing the car wasn't the issue but how the deal was done secretly and for the amount involved, it does look like some shady deal... No offense. I would have preferred the council approve the purchase strictly for the Aviation Ministry, at least when people are fussing, it won't look shady. I gat to say it out on this one, Ms or Mrs Oduah got this one wrong.

Why going after whistle blower like Mr Edward? when government official has been caught wasteful of Nigerian taxpayer money and resources. I hate when official are quoting confidential of information act, What about right of people to know, freedom of information act concerning public and government official. It's our right to know how our resources are being use in various ministry.. The minister is wasting millions of dollars ordering Bullet proof limo, while issues of Nigerian yarning for better local planes, security at our airport and better road access to these public facilities, using these money in those area will go a long way to improve our life standard. Please leave the poor guy alone, he done the right thing by exposing wasteful spending by government official.

Back to the issue at hand, I think the only term that perfectly describes the act of the minister of aviation in authorizing the purchase of those vehicles is the words used by Oby Ezekwesili. She described it as "obscene luxury". Investing that much in 2 vehicles raises in moral questions. And I think ministers should take into account the realities of our time before taking certain decisions so as not to appear insensitive.

Lagos lawyer, Femi Falana has warned the federal government against its decision to fish out and punish the whistleblowers who leaked the documents on the scandalous purchase of two armoured BMW cars for the Aviation minister, Stella Oduah by a parastatal under her ministry, Nigerian Civil Aviation Authority, NCAA at a whooping sum of N255 million.

The story of the scam was leaked this week. It has attracted wide public outcry and calls for the sack and prosecution of Oduah for corruption charges. Both the minister and the NCAA have however made futile attempts to defend their action. After sending a petition to the EFCC on Friday, Falana again today in a statement offered to mobilise support for the defence of the whistleblower should the federal government go ahead with its threat to punish whoever is responsible for the leakage.

Falana’s statement reads: “In January this year the Channels Television published disturbing stories on the dilapidated state of the Ikeja Police College. Embarrassed by the disclosure President Jonathan paid an unscheduled visit to the college. The Authorities decided to sack the Police Commissioner in charge of the college for allegedly allowing the Channels Television to ridicule the government. We dared the Authorities to remove the police officer. However, sanity prevailed. The plan was dropped while the renovation of the college was approved.

“Having not not learnt any lesson from the shameful episode the federal government is currently looking for those who leaked the story of the scandalous armoured cars for the Aviation Minister, Ms Stella Oduah.

“Having not challenged the story on the N255 million armoured vehicles the threat to deal wit the whistle blowers credited to Captain Fola Akinkuotu, the Director General of the Nigerian Civil Aviation Authority (NCAA) is the height of official insensitivity, arrogance and impunity. The aviation minister and her cohorts who should have been fired by President Jonathan have the temerity to insult Nigerians by threatening to deal with those who leaked information on their criminal activities.

[b]“Since Captain Akinkuotu has not been properly advised in the circumstance he should be told that by virtue of section 39 of the Constitution the citizens of Nigeria, in and outside the public service, have the fundamental right to freedom of expression including the right to disseminate information on public affairs. As far back as 1983 the provisions of the criminal code pertaining to sedition had been declared illegal and unconstitutional in Arthur Nwanlkwo v The State. In that historic case the late Olatawura JCA (as he the was) cautioned public officers thus:

“Those who occupy sensitive posts must be prepared to face public criticisms in respect of their office so as to ensure that they are accountable to the electorate. They should not be made to feel that they live in an Ivory Tower and therefore belong to a different class. They must develop thick skin and where possible plug their ears with cotton wool if they feel too sensitive or irascible. They are within their constitutional rights to sue for defamation but they should not use the machinery of government to invoke criminal proceedings to gag their opponents as the freedom of speech guaranteed by our Constitution will be meaningless.”

“Indeed, in addition to the guaranteed freedom of expression access to official information has since been been liberalised under the current political dispensation. Thus by virtue of the Freedom of Information Act, 2011 hoarding or hiding of information in the custody of the government has become a criminal offence. Incidentally, it was the Jonathan Administration which enacted the Freedom of Information Act. Specifically, section 1 of the Act provides that the operation of the law shall be without prejudice to the Official Secrets Act. Therefore, gone are the days when public officials could be intimidated or sanctioned for leaking information designed to expose corruption and abuse of office. In the case of Dododo v Economic and Financial Crimes Commission (2013) 1 N. W.L.R. (pt 1336) 468the Court of Appeal held that a tax payer who is aggrieved by corrupt practices or misappropriation of public funds cannot be described as a busybody or meddlesome interloper. Since the whistle blowers in this case are civil servants who tax payers they cannot be sanctioned for performing their patriotic duty.

“In the light of the foregoing the Aviation Minister and the NCAA management should be removed for engaging in grave economic crime and for exposing the federal government to ridicule. Since the whistle blowers have not committed any offence known to law they should ignore the provocative threats of Captain Akinkuotu. However, should they be identified, sacked and charged to court we shall defend them pro bono publico.”

Once elected in2 office, dey will still tender more budget 2 procure another set of armored vehicles of even more exorbitant costs. Dtz just how d country has bin working 4 d past half-century. I am a full grown up Igbo man who know my right and left, i can never be fooled by a mere He is one of us. I believe in the government that favours both big and small, this government have no place for the masses.

When GEJ does what is good i will commend him,and when does otherwise i wll criticize him that is why God gave me common sense to know what is right and wrong. How can a minister puchase cars with this amount while people are starving to death? when you complain people woild be telling you that she is not the first person to do that. Was vegance one of the election campaign promises from GEJ in 2011? if no why then do we use vengance for excuses whenever matters like this arise?

We all voted for him, we belived and hoped he was the one to change this country, he still have work hard to prove himself worthy of our hope and expectations. Nigeria we hail thee! The most painful trend is after her tenure, this car would be sold to her at a ridiculous price of Maybe 2M and another minister comes and acquire new ones. Same thing is happening in Abuja, politicians that will spend 4 yrs or more, new houses will be built all the time with billions of naira and sold at give away prices after their tenure. Our recurrent expenditure will keep soaring and we aspire to be among the leading world economies. The government is just paying lip service to corruption. In China, a government worker was relieved of his appointment for organizing a 3 day wedding party for his son, Imagine! God bless Nigeria.

ibnew: When I read comments on topics like this I just wonder where Nigeria is going. I am not here to like or dislike any comment. I just want to make general comment. First let me appeal to who ever it may concern to pick the message and not the grammar or spelling checks.
The level of corruption and the way public fund is wasted in Nigeria is more than alarming. The most painful thing is somebody will stand up in defense because of ethnicity, friendship, religion or political affiliation. As the literacy level in Nigeria is increasing, one would have thought that more people will see things objectively. For a country to move forward, we have say what is right is right and what is wrong is wrong not minding our affiliation because that is the truth.
What most of us do not understand is we are been cheated, birth right as Nigerian taken away by this waste. Our children future mortgaged, education destroyed, our women and children deprived of good medical care, graduates have no jobs, etc. How can a country that cannot provide 24hr power spend that much on cars. I do not think the car for the American president is as expensive as that. A senator in Nigeria earns more that president Obama. Yet is it American that we rush to for greener pasture. How many senators do we have? South Africa generate about 36,00mw of power but we are struggling between 2 to 3,000mw (not sure of the current value). Like somebody said earlier, may be other ministries are doing the same. How much is all that at the end of the year yet we are taking loans.
Can somebody tell me any good and reason why Lagos Ibadan road has not been fix. People are dying every day. All most Everything imported through the sea and used to build Abuja came through that road. Major national commercial activities and material and goods movement goes through that road and whoever the president has been did not deem it fit to fix that and other roads. The minister of aviation was quick to declare the plane crash as art of God. preliminary investigation from black box say there was warning signs from the computer on board. The pilots had arguments on the faulty flap warning whether to fly or not.
Somebody is increasing tariff on the used cars, can somebody tell me any car manufacturing company in operation or that is being constructed. Price of car goes up, spare parts goes up. you are saving 550bn for 700,000 jobs. what a good economic decision. car will still come, other countries will benefit, masses will suffer. What about dropping tariff for car manufacturing equipment, build the cars at good prices. Who will not like a new car.
The thing is, we have a government that do not care about the people but them self. If we do what is right in policies, budgeting and implementation, may be we will not get to the this security situation that will call for bullet proof cars. Where are the bullet proof cars for me and you. Are we not humans or do bullet don't kill us.
The cost of living is increasing, government tax is increasing and the money get wasted. In countries where there is some level of accountability the money is used to provide for the people.
We might not correct Nigeria problem from this forum but let us at every opportunity call a spade a spade. We will quieting be building a better Nigeria I hope.

Sincere 9gerian: I thought some propagandists said the cars were bought for N225 million each? What is in that report is N225 million for both. What then is the current market value of the vehicles? Atleast if that is known we'll be able to objectively tell whether the cost was inflated or not.

We know for sure that Tinubu dogs will never accept these explanations. But whether they accept it or not, it is now established that the cars were budgeted for and DUE PROCESS was followed. Those are the MOST IMPORTANT fact.

However, Tinubu internet dogs are free to continue in their lamentations and emotional seizures, like they've always done from day ONE.

Mayb because Tinubu dogs are so used to Tinubu's corrupt practices, they'r always quick at tagging everything corruption, misappropriation,etc. But now that the FACTS are out, they can take back those terms, which we all know are synonymous with their master, Tinubu. When ever the word corruption is mentioned, the first name that comes to mind is Tinubu. He is the greatest corrupt politician of ALL TIME.

Back to the issue at hand, I think the only term that perfectly describes the act of the minister of aviation in authorizing the purchase of those vehicles is the words used by Oby Ezekwesili. She described it as "obscene luxury". Investing that much in 2 vehicles raises in moral questions. And I think ministers should take into account the realities of our time before taking certain decisions so as not to appear insensitive.

The vehicles cost $170k each. even the armoured vehicle used by Obama cost $300k while that of UK PM cost about $380k. But Stella bought them for approximately $800k. That is the real issue
