To be literate and to have PhD are not the same thing. Another thing is that you should know percentage and actual number are also two different thing.
80% of 1m is greater than 95% of 800k.
Lastly, the stat is based on south east residents not indigene. Abeg how many people resides in south east. if Ogun state has 50% literacy ratio, they will be more than the total number of literate in Anambra.
