Nigerian Senate on Tuesday approved a $5.5 billion external loan request by President Muhammadu Buhari.

The president had in a letter on October 10 requested the Senate to approve $3 billion external loan and $2.5 billion Eurobond or Diaspora bond in the international market.

Presenting report of the committee, Shehu Sani, Kaduna-APC, said the projects listed for the loan would stimulate economic development and create direct and indirect jobs for Nigerians.

He added that the $2.5 billion will create more borrowing space for the private sector.

A civil society organization, under the aegis of Forum for Good Governance and Probity (FGGP), has described the former Minister of Aviation, Femi Fani-Kayode, as one of the court jesters of the ex-President Goodluck Jonathan.

According to the group, Fani-Kayode had constantly demonstrated he was not only hungry but also possessed crude, witless and uncultured mannerism.

It made this assertion in reaction to an article the ex-minister wrote where he described the Vice President, Professor Yemi Osinbajo (SAN), as a ‘poisonous dwarf and unrepentant son of perdition’.


In a statement made available to journalists on Sunday, the President of the Forum, Jacob Ogunseye, said: “Fani Kayode is unduly angry in view of financial loopholes and drain holes presently being closed and blocked by the Buhari administration.”

Ogunseye said that though FGGP expect all Nigerians to respect their leaders, but since Mr Femi Fani-Kayode had chosen otherwise and toed the path of ignominy, “he can pursue his course without any hindrance since we live in a democratic society.”

Abdulrasheed Maina has very dangerous enemies who will waste no time in killing him immediately he comes out of hiding, one of his aide, Mr. Olajide Fasakin, has stated.

Maina is currently on the run from the Economic Financial and Crimes Commission, EFCC. The ex-pension reform boss is wanted for perpetrating several frauds.

According to Fasakin, Maina is hiding to protect himself from being killed. He said some people were after Maina’s life, saying they attempted to assassinate him during the administration of Dr. Goodluck Jonathan.

“I would not advise him to come on the basis of the fact that there was a petition against some members of the 7th Senate of having collected some N3bn from the pension thieves. The petition is with the ICPC and the EFCC; we haven’t got the report up to this moment.

“ The only way out, most likely, would have been for Mr. President, in his position as the President of the country to put together a commission of enquiry like Justice Chukwudifu Oputa Panel, do all the activities on the television, then we would advise him to come out.”

A High Court in the Federal Capital Territory (FCT) has ordered the remand of nine civil servants in prison custody till November 8 for creating fictitious names and accounts on the federal payroll.



The suspects, who come from various ministries, were arraigned on a 16-count charge on offenses bordering on conspiracy and theft by dishonesty for creating fictitious names and accounts on the federal payroll, which is punishable under section 97 (1) of the Penal Code Act 1990. The nine suspects pleaded not guilty.



Counsel to the seventh and eighth defendants, Darlington Ozurumba, told the court that his clients applied for a plea bargain with the prosecution.



The prosecution counsel, Muktar Ali Ahmed, told the court that the parties have yet to discuss and agree on the plea bargain.



He therefore asked the court for a date for them to open their case and to enable them to call their witnesses. The counsel then asked the court to remand the suspects in prison custody.



Justice Peter Kekemeke subsequently ordered the suspects to be remanded in prison custody and adjourned the matter to November 8 for the hearing of the bail applications.



Counsels to the defendants told the court that they have filed bail applications and have served all parties.



The suspects were identified as Usman Aliyu Dayo, Osuntope Opeyemi, Johnson Adedokun, Ojeifo Robbert Sylvanus, Oyebade Ebenezer Ayodeji, Florence Olaolu Dada, Olaolu Haruma Dada, Blessing Ejeh and Aderibigbe Isaac Taiwo.



It was gathered that Presidential Initiative Continuous Audit (PICA), which was set up by President Muhammadu Buhari, investigated and tracked the suspects at the Ministry of Water Resources and Ministry of Agriculture.



One of the suspects was alleged to have owned over 200 bank accounts with one Bank Verification Number (BVN) while another owns over 50 houses in Abuja.

Mr Ularamu Ubandoma, the National Coordinator, Rural Access and Mobility Project (RAMP) says 18 more states will benefit from 500 million dollars World Bank assisted projects.

The project is under the Rural Access and Agricultural Marketing Project (RAAMP3).


Ubandoma said this at the unveiling of selected participants in the 18 states under the RAAMP 3 project and Pre Appraisal Mission Wrap Up Meeting with the development partners in Abuja on Friday.


According to him, the selected states are able to meet the criteria set up by RAMP and the three development partners were involved in their selection.

He said that 50 to 60 million dollars would be used to construct about 500 km roads in each of the 18 participating states across the country.

“The whole essence of the project sponsored by the World Bank, French Development Bank and Africa Development Bank is to provide suitable road network for rural farmers to convey their farm produce to the market to avoid losses.


“What we are doing here today is a meeting with new RAAMP states. New RAAMP is rural access and agricultural marketing and we have about 18 states that have been selected to participate in this new project all over the country.

“In the North East, we have Borno, Bauchi and Taraba. In North Central, we have Plateau, Benue, Kogi and Kwara. In North West, we have Kano, Kastina, Sokoto and Kebbi.


“In South East, we have Abia and Anambra. In South South, we have Cross River and Akwa Ibo. In South West, we have Ogun, Oyo and Ondo States. These are states that emergence from the six geo-political zones
.

“The new RAAMP3 will be a little different from the usual RAMP1 and 2, and we have implemented projects in seven states and these projects are almost 100 per cent conclusion.

“The only difference is that we are targeting RAAMP3 in line with president Buhari’s policy on agricultural transformation.

“The policy is implemented through the Green Agricultural Alternative under the leadership of the Minister of Agriculture Chief Audu Ogbeh.

“The thinking now is zero rejection of our agricultural produce at the international markets,” he said.

Ubandoma said that the third phase of this project, RAAMP3 was to improve rural access and agricultural marketing in the selected participating states, whilst enhancing sustainability of the rural and state road network.

“We are going to target markets and the value chains by adding value to our agricultural produce right from production level. We will be looking at storage and processes.

“We want to know how these produce can access different level of markets. We are trying to shift away from the usual market not considering the rural people.

“We are now considering the rural people because they form the bulk of our production level and they are predominantly farmers living in the rural areas.

“We believe if we develop the rural farmers through the provision of markets, definitely the economy will improve and we will be earning foreign exchange through exportation, ” he added.

Ubandoma, however appealed to state governors to show some level of seriousness in paying their counterparts fund which is just eight per cent of the total cost of the project in their states.

Mr Tesfamichael Nahusenay, the World Bank Task Team Leader said from the result of study conducted in Nigeria, 60 per cent of farm produce got wasted during transportation and lack of storage facilities.

He said that World Bank hoped to add value to farmer’s income by giving them access to market after harvest, proper handling of farm produce after harvest and provide storage facilities to them.

“World Bank has been providing assistance to Nigerian government for many years and we have standard for procedure in execution of any project in the country.

“The Federal Government will receive the fund they lent to states. We have mechanism to process the procurement process to ensure that value for money is achieved and transparency in transaction.

“At the end of the day, money intended for any project is used correctly. We do direct checking of the projects across all the states. The states bring back the money if they cannot achieve the set project.

“We do field visit to ensure that the goods are delivered in appropriate time and ensure standard,” he said.

Assessing the level of RAMP2 project, the Adamawa Project Coordination, Mr Abbas Adamu said about 201.4 km of roads had been completed in 13 locations under the first phase in the state.

He added that about140 km was ongoing under the second phase which would be completed by December across the state.

He said so far, farmers in the state had benefited from RAMP projects through easy access to market after harvest for better livelihood.

The Project Coordinator however appreciated the support of the state governor on his intention to change the entire state with good and quality roads, adding that the governor did not deviate in payment of counterpart fund.

Mr Gideon Akpan, the Project Coordinator, Akwa Ibom RAAMP3 said that the state decided to join in the project because of the state governor’s transformation agenda in agriculture.

“Looking at the past resources we have in agriculture sector, we decided to express interest in joining the third phase of the project to bring development to our rural farmers.

“Most of the challenges our farmers faced is the inability to access market after harvest due to bad road networks,’’ he said.

RAMP is a co-sponsoring project of the World Bank, the French Development Agency, Africa Bank and the Federal Government.

A man was almost lynched by an angry mob in Otukpa, Ogbadibo LGA of Benue state after it was discovered that he had beheaded his sister.

Identified simply as Jonah, the man was said to have decapitated his sister during an hot argument over some issue Thursday morning.

He is believed to be mentally derailed.

A community leader, Johnson Agada added that the young man was caught by the youths after he tried to flee the community.

Ishaq Oloyede, the Registrar of the Joint Admission and Matriculation Board, JAMB, has condemned the unwholesome acts of some parents seeking admission for their wards into tertiary institutions.

There had been a plan to reduce the price of UTME forms by the JAMB but it seems this idea has been scrapped.

“It (reduction in fee) is one of the options, but what’s mitigating against it, why I’m not convinced and I don’t think the board too is convinced, is that are the so-called poor people genuinely poor?

“Our findings reveal that what people spend on corruption in the society to solicit for what was not lost is alarming.

“What parents pay for seeking unholy support and what parents are prepared to pay looking for how to cut corners show that if actually they are poor, they will not be able to secure the resources they are wasting,” he said.

On the controversy trailing the huge amount returned to the Federal Government coffers by JAMB this year, Mr. Oloyede said the board had not been wasteful and whatever comes in would be appropriately remitted.

The Nigeria Football Federation has stoutly denied a report making the rounds that five football fans died during stampede at the Godswill Akpabio International Stadium before Saturday’s 2018 FIFA World Cup qualifier between Nigeria and Zambia.

Nigeria won 1-0 courtesy a 74th minute goal by Alex Iwobi to become the first African country to qualify for the Russia 2018, but a report claimed some persons died while trying to enter the arena for the big match.

“There is absolutely no truth to the report that some fans died. Naturally, considering the nature of the particular match, so many fans wanted to watch the match live, and there were some pushing and shoving at the gates.

“We are in contact with the Akwa Ibom State Government and we can confirm that nobody died. A few persons suffered injuries but they are in hospital and their progress is being monitored,” NFF General Secretary, Dr. Mohammed Sanusi, said on Sunday.

Victory over Zambia marked only the second time in history that the Eagles would reach the World Cup finals with a match to spare, and Sanusi appealed to ball fans and stakeholders not to dampen the mood of celebration with fictitious reports.

“This is a good period for Nigerian Football. Only a few weeks ago, the Super Eagles also qualified for the African Nations Championship. There is so much to celebrate. There is no reason for stories that emanate only from the imagination of persons.”
