Who initiates sex I think is a personality thing than gender. Truly men are constantly under d influence of testosterone and tend to initiate it more than women. But extroverted women confidently make d first move and they do it so jovially and jokingly. Most women who are bold to talk to a guy first are sanguines who crave admiration a lot.

This is not true. Same Society has used every means to groom men to suppress their overactive libidos because of massive numbers of sexual crimes. So why didn't that work.

Due to sexual crimes, men are mobbed, beaten, imprisoned, even killed, yet that doesn't deter the same men or other men from committing sexual crimes.

Why? because of lack of control of libidos.
Society never stopped women. They naturally have total control of libido, if they even have libido at all.
