He broke no law except being caught in a driver seat of a car, drunk or high as fvck.
He even had the decency to park the car in a driveway and sleep.

He was not driving the vehicle at alarming speeds or something. Yet the drunk officers themselves not only pulled him over, but shot him for attempting to escape.
