I never saw anyone making 40k USD a week as a freelancer but I saw people making more than 40k USD a month but this is very experienced freelancers. In order to get more than 40k per month you probably need to be an IT specialist working as a freelancer. I met a guy from the trade professional's website when I needed help with a server that I wanted to build at my house. He is a freelancer and he told me that he makes more than 40k per month working as a freelancer and making some additional tasks from other companies. When I heard that he makes so much money I wondered why did I learn IT when I was at school cheesy
My bro does make about 40k a month, but he is a developer with 10 years experience and most of the time he is consulting busineses and creating apps for ios, so it really depends on you and your work experience.
