Yes he did, I'm not disputing that.

The problem is the concept of.statutes of limitations, IE a case can be prosecuted within a set time after the crime occurred. (Except for murder, in the US murder has no statute of limitations).. which meant that the prosecution was not able to get him on most of the other cases
