It is really bad. I wasn't really taking this seriously until last week when I had to reach out to some foreign universities. Most of them have a generic response to mail after which they'll properly address your message within two to three working days.
Nigeria is like this not just because of our failed government, but because of a large number of people working in government agencies who don't do the right thing unless they're told. A top federal university issued a particular form to me and guess what? It was a scanned document that looks so blurry. What would it take to type it properly? Yet, ASUU keep waiting for government's remunerations as if that's the only thing impeding their advancement.

From personal experience... I sent emails to 7 universities in Nigeria since January till now no response but i sent to 2 UK universities and 1 to Canada.... The replied after 48hours ...the even called me. Oh! Nigeria my country.
