This is why most tenants become members of cult groups, inorder to avoid this kind of intimidation. I grew up in Enugu, and water is a problem there, even water from wells aren't even clean enough.

I do blame the police for this, they do not even think or use their heads. You need to set up a meeting with the other members of the compound and together speak with the landlady, if she refuses, you can all decide in your next line of action. E.g.
