There's high risk areas in any disease outbreak but it doesn't mean the disease/pandemic doesn't exist in other places within a geographical location. She is right. In Lagos, Lekki, Ajah, Ago Palace areas are high risk areas which makes Lagos 4th most HIV infected State behind Akwa Ibom, Cross River and Benue. Kemi is right.
