He will do it.
The question u should be asking is, how can he achieve it?
Well, for someone that met alot of debts, salary arrears, pensions etc. He clear all the debts, paid all the outstanding salaries, pensions without borrowing kobo. I trust him to block all the loopholes at the federal level.
Imagine telling Obi that u used 18billion to clear grass or that termite swallow 200bilion, obi will make sure u vomit that money and u will go to jail ontop. Goan and ask all the people that worked with him wen he was q gov.

Peter obi is all about poverty allieviation.
Reducing the poverty rate is one of his key agenda.
