Let us go back to the argument. Ur interpretation would be right if the electoral law states:
For any candidate to be declared winner, the candidate must have two-third of the votes cast in the 36 states and OSUN state. Here it is obvious, Osun state was given a special status.

(A) To gain admission to UNIZIK, a candidate must score at least C in 6 subjects including Mathematics and English. Even if you scored As in 9 subjects but had Fs in English and Maths, you have failed automatically.

The Admissions board by this demand confers special status on Mathematics and English even though they are still "subjects" like others.

By implication, same situation applies to the 25% requirement in my opinion.

The Constitution by that section granted Special Status to Abuja as the Federal Capital Territory even though it may still be interpreted as a State.

A girl is not a boy, so u don't expect me to say 10 boys, that is where the AND comes in. The right interpretation be same as if I assume the only girl is a boy and say two-third of 10 boys or two-thirds of the 10 students. In the case of our country, "AND" there shouldn't confuse anyone, it is only so cos FCT is not a state and that is the only way of accommodating the entity (FCT) into the grammatical expression.

One place the the Federal Territory 25 percenters are making huge mistake is their implicit assumption that the Constitution gave votes cast in the Federal Territory greater weight compare to votes cast anywhere else.

The simple maths is, since two-third of 25% is 16.67%, converting everything to a whole number, it simply means while any vote cast by citizens with equal rights anywhere other than the Federal Territory is worth 1 in weight, that same vote cast in the Federal Territory is worth 1.5 in weight.

The Constitution did not imply such an imbalance in the weight of any votes, all Nigerians votes irrespective of where it is cast is worth 1 in weight.

Oga you are the one giving that assumption, the electoral law included and FCT which makes 25% in FCT a must to win. Even the same supreme court had delivered a judgement that said 25% in FCT is a requirement to win.

For example, let's use a class of 9 boys and 1 girl. I may say for u to emerge the class-rep, two-thirds of the 9 boys and the girl must be willing to give u half portions of their daily meal. Now this does not mean that for anyone to emerge, they must get two-third of half the daily meals of the 9 boys and half the daily meal of the only girl. A girl is not a boy, so u don't expect me to say 10 boys, that is where the AND comes in. The right interpretation be same as if I assume the only girl is a boy and say two-third of 10 boys or two-thirds of the 10 students. In the case of our country, "AND" there shouldn't confuse anyone, it is only so cos FCT is not a state and that is the only way of accommodating the entity (FCT) into the grammatical expression.

Your WAEC certificate need to be revoked,

Mathematical principles can not be changed to favour only APC,

In mathematics/Statistics,

25% of 2/3*36 and 25%*FCT must be calculated the same way irrespective whether FCT is classified a STATE or not,

As far as AND is there, the percentage calculation must be done separately before adding both figures to get the final answer,

Hence to ganer 25% in FCT/STATE is compulsory,

Or else better rephrase the statement to say 25% of 37states as FCT is a state thereby expunging the AND

Interestingly, Nigeria is not your secondary school. Your school believes that you need to at least pass English language and Mathematics to do well in any course in higher institution. To them, those 2 subjects are more important than others. That's why you probably had them every day and in the mornings in your school time table.
The people that live in the FCT are not in a special class or more important than over 200 million Nigerians in the 36 states. Only people who Obi's ipob infested party have sucked their brains fail to understand this clear fact.
