The revenue accrued from off-shore wells belonged to all Nigerians and revenue derivation formula must reflect this simple understandable fact.

Any attack or military action within the 200 nautical mile off Nigeria coast is considered an attack on Nigeria not attack on Cross River, Rivers, Bayelsa, Delta, Akwa Ibom, Ondo, Ogun or Lagos State. States or regions or provinces are not recognized as an entity within international circles when territorial boundaries are the subject matter.
