TOEFL can be registered and written in any of these four states in Nigeria - Owerri, Port-Harcourt, Lagos and Abuja. Depends on where you're close to.
If Lagos, you can go to:
Study Abroad Institute,
16 Olaolu Street, College bus stop, Isolo,
Lagos state.

after that question d VO typing up to 20mins suddenly what i heard is we regret....i was deny a visa. GOD time is d best.
more so am preparing for spring if i was ask why did u refuse visa...how will i respond

Ouch, sorry dear. Dont give up. Try again at the Abuja embassy this time, if possible. And do prepare well. Most people who got rejected the first time at Lagos usually went to Abuja and got it again. As for your question, I dont think they usually ask why you got rejected before though they may ask if you've ever been rejected before. Another thing is hope you're accounts on facebook, maybe twitter and other social networking sites are clean? Cos I believe those guys may be checking those sites as well during the interview for any clues you may have left for them to pick up. They always stare hard into their systems, typing and wasting a lil time...who knows? Lol.

Dat bolded part is possibly the cause of his denial coz VO asked this to be sure if he really qualify 2 gain addmission into his own country. In his mind he will think like 'so if u are nt even qualify in ur own country, y will u go 2 d US? I think you should just narrate how ur interview started right from the moment you were called. Those questions you felt you answered right might have been wrongly answered. Pls do narrate from the beginning so the house could check through....

This is not a red flag in anyway so definitely wasn't the reason why he rejected u. . .

Are you aware that they at times reject non-immigrant visas just because they had applied for the visa lottery before?
Or arent you aware that messages on social sites like 'yea aunty! i'm coming over to america and when i come i'm never going to leave and i'm going to get a job...' and your aunty replies 'lols...okay. safe journey at your student visa interview ' And then youre at the interview and the VO asks you what are your plans after study and you start reeling off your already-prepared answer 'to work as the best professional in my country, specialists are lacking...' and quickly at the same time checks your fb acc and sees your last posts... he then looks up and smiles at you ...of course you know the next statement that follows...

I guess thats what nailed your chances of getting the visa. You gave the VO that you had an alternative already in Nigeria which would also be cheaper for you as well. You dont need to mention that part when going for the interview again.

I dont think so at all. In fact, the award will serve to demonstrate more your academic abilities. I'd say yes, go with it but don't start flaunting it at his face unnecessarily. If the VO asks questions to test your academic abilities you could gently bring it up after a few initial precise statements. Success.
