TEN states have misspent the bail out funds and the Paris Club refund, the Nigeria Labour Congress (NLC) said yesterday.
The NLC made good its threat to “Name and Shame” states that refused to pay workers or make public the bailout funds and the Paris Club refund they got.
The congress also warned the government against approving another increase in electricity tariff, saying it will mobilise its affiliates, social partners and other Nigerians to resist any further increase when Nigerians were yet to get a good service foe the previous increase, which has been declared illegal by the court.
NLC President Ayuba Wabba, who spoke at the National Executive Council meeting of the Non Academic Staff Union of Educational and Associated Institutions (NASU) in Abuja, said six of the 10 states were in a terrible situation, pointing out that the congress had directed all states chapters whose members are owed more than three months salaries to declare an industrial action.
While reacting to President Muhammadu Buhari’s disappointment with the governors over the utilisation of the funds, Wabba had told The Nation that the congress was compiling a list of governors who failed to spend the funds on workers’ salaries.
Wabba said: “Out of the 36 states, we have 10 bad case scenario and out of this 10, we have six terrible ones. We have promised to name and shame them.
Those states include Imo that has been paying workers salaries in percentage and has not declared utilisation of the bail out fund and Paris Club refund. It is part of the states that ICPC has mentioned in fund diversion.“They paid 40 percent pension to their pensioners without their consent and provided a form for them to sign under duress. That is not allowed in law. We have Bayelsa, which has between five to 10 months arrears.
Ondo is owing between four and six, Ekiti (five to eight),
Benue (Five to Eight) and
Kogi, which is the worst case scenario. "We have three categories of workers in Kogi. We have 40 per cent that are being paid up to date, we have 25 per cent that has not been paid between eight and 16 months and another 25 per cent that has not been paid between eight and 21 months. In all, the sectors, they have categorised the workers into three categories.
“We also have the case of Osun which is also paying in percentage, but is up to date. Ebonyi, unilaterally, without discussion with the union tried to reduce the salaries by certain percentage and have also not made available records of utilisation of the Paris Club refund.
“We have the case of Zamfara, which is the only state that has not implemented the minimum wage and all attempt (including agreements they have signed) to get them to make available records of utilisation of those funds have failed. The last one is, Abia which has a problem with the parastatals. On the average, other states are above board.
The NLC chief went on: “As I speak to you, both Zamfara and Benue are on strike and I am aware that Kogi has issued a notice, which is in conformity with the decision we took at our last NEC meeting that any state with liability of more than three months should start an action and we will be there to support them.”
Speaking on the statement credited to the Permanent Secretary in the Federal Ministry of Power that one of the problem in the power sector was low electricity tariff, Wabba said workers will not accept any further increase in tariff.

Suspected cult members have shot Mr. Stanley Mbanefo, a final year student of the Department of Geography, University of Uyo, Akwa Ibom State.
The incident was said to have taken place at the university community of Idak Okpo, Uyo, around 10.47pm on Monday.
Punch learnt that the hoodlums, about five in number, invaded the community and shot the victim at a close range while he was trying to escape from a shop.
A witness, Chief Eno Clement, who is the chairman of Idap Okpo Community Development Association, said the assailants shot Mbanefo in the arm.
He added that after the incident, some residents the community rushed the victim to a hospital in the area.
He said, “They shot him in the arm and we rushed him to a hospital.”
Another witness, Eno Sunday, said doctors at the hospital had been battling to extract pellets from the victim’s arm.
She said Mbanefo was preparing for his national youth service in November before the attack.
At the hospital, a doctor, who did not want her name in print, said, “We have so far removed 14 pellets, while the patient has received blood transfusions because as of the time he was brought here, he had lost a lot of blood.”
A woman, who identified herself simply as Ekaette, said the hoodlums also attacked shop owners in the area.
“They (the cult members) commanded us to lie face down before they started stealing our things, including cash, mobile phones and laptops,” she said.
The Police Public Relations Officer in the state, DSP Chukwu Ikechukwu, promised to give details of the incident later.
He urged members of the society to partner the police to rid the society of criminal elements.

The visiting governors led by Borno State Governor Kashim Shettima, who is also chairman of Northern Governors’ Forum, decried the poor state of major roads in the Southeast, but said politicians from the zone “are only interested in pocketing the resources that would have been used in developing the zone at the detriment of the people”.
They spoke in Owerri, the Imo State capital, during a meeting with Igbo and Hausa leaders at the Government House.
The governors rounded off their truce tour which took off in Port Harcourt on Monday, moved to Umuahia, the Abia State capital, before arriving in Owerri.
They met with Governors Nyesom Wike (Rivers) and Okezie Ikpeazu (Abia).
They noted that the challenges in the Southeast was not as a result of marginalisation as erroneously believed, arguing that Igbo had occupied exalted positions like Secretary to the Government (SGF) of the Federation, Senate President and many others but the occupiers of those positions rather used them for ephemeral and selfish gains.
“You can take for instance the case of Nnamdi Kanu who is an ordinary criminal. When he was arrested, senators from the Southeast were falling head over heels to bail him for what they could gain at the detriment of national unity and peaceful coexistence”, Shettima stated.
The governors who were on tour of South-South and Southeast states to douse the tension created by the activities of the Indigenous People of Biafra (IPOB) and the quit notice on the Igbo by the Arewa youths, insisted that the challenges confronting the country were created by the elite for personal aggrandisements.
With Shettima were: Governors Atiku Bagudu (Kebbi), Aminu Waziri Tambuwal (Sokoto), Simon Lalong (Plateau) and Bello Masari (Katsina).
Shettima added: “The problem of Nigeria is we the elite who are fanning the embers of hatred and disunity for selfish reasons. The country is passing through a grim and sober moment and by working together, we can get Nigeria to work again.
“We are here to thank our colleagues in the Southeast for standing on the part of peace and national unity. All we need is tolerance, justice and generosity of mind to move the country forward”.
The Northern Governors commended the Imo State governor for his “uncommon and consistent” support for the unity of the nation. They described him as a detribalised Nigerian.
“Governor Okorocha has been dehumanised and branded all sorts of names for insisting on one indivisible Nigeria but he has remained unshaken in his faith in the unity of the country. We salute his sense of patriotism and his style of leadership, he is the kind of leader that Nigeria needs.”
Tambuwal said “Nigeria is not a mistake. Nigeria is a special creation we all must continue to strive to make it work. And for us to continue to coexist harmoniously, we must have respect for each other. We must respect each others’ culture because respect begets respect”.

After your degree in Economics why is fashion styling the next option for you?
For me, fashion has been my way of life. It has been my culture and I knew it was the next thing for me as I needed to embed my ideas into other people.
How does it feel to have recently won the Face of Candid City Stylist award?
It feels very timely. I feel very joyous, elated and advantageous. Experience over the years has shown that easterners hardly encourage educating the female child.
How were you able to achieve a degree in economics with this age-long challenge?
I personally think it is a very primordial and ancient way of thinking. The world has gone past that now. Women are almost the most highly educated humans.
Check the ten most educated people on the planet. There’s a woman with a high IQ of over 200. Also, how I was able to achieve this was self determination, considering the family that I come from.
Contrary to your recent audacious declaration that you have never dated a man that is good in bed, during an interview with Broadway TV, how would you describe yourself?
I will describe myself as inventive, productive, with integrity, industrious, and very emotional.

Nothing pisses me off. I get so emotional being a Nigerian. Our culture is multi-ethnic and so are our people.

Nigerian dancer, Joshua Usoro set out five days ago to break the world record for ‘Longest Dance Marathon by an Individual’ but on Monday afternoon, his attempt ended abruptly.
The 25 year old, Usoro, who is a graduate of Covenant University, who sought to enter into the Guinness Book of World Records and was set to break the record currently held by Kalamandalam Hemaleth, says he will give it another shot in the future.
The Indian set the record in 2010 record after dancing for 123 hours and 15 minutes in a session tagged ‘Mohiniyattam’.

1. Paid Advertising This involves utilising platforms to acquire customers. It can be online or offline, they include online ads, print ads, billboards etc. You must very specific with your ads and know why you're setting it up, whether it's for brand awareness, lead generation or making sales. Also be specific with your target market online in terms of age range, interests and more. Always monitor your ads to see what's working and what's not.
2. Cold Calling/Cold Emailing This involves having a list of prospects you don't personally know and contacting them through the phone or email. There are online directories like Vconnect or BusinessList and lots more where you can get the contact of business owners. This works best for B2B or service oriented businesses. As long as you have a product/service that adds real value to people's lives don't be shy to pick up that phone and make that call.
3. Hiring a Sales team/Affiliate Marketing This involves having a team of experienced sales people. The upside to this is that they're already experienced and proven. You can set targets for them and pay on performance.

opeyemiieblog: Acting President Yemi Osinbajo on Tuesday received the visiting Ghanaian President, Nana Akufo-Addo, at the Presidential villa, Abuja.
Akufo-Addo arrived at the Villa at about 11.12 a.m. and was welcomed by Osinbajo who ushered him into the Acting President’s office through a red carpet.
The visit lasted for barely four minutes as the Ghanaian leader proceeded immediately to the National Defence College to deliver a lecture to the college graduands.
Akufo-Addo won the country’s 2016 presidential poll against the incumbent, John Mahama, by a margin of 9.45 per cent.
