I believe you acted in haste. There are some people that a simple and severe caution would suffice to make them desist from their cheating ways. I'd likely agree with you, except that the time between the last qualifier and the draw itself is less than a month. any friendly won't most likely make a dent on the rankings and as such we may not be able to move as high as we want to to get the favourable draw. Remember that the ranking system is cumulative.
