I will suggest you send to Abuja. If you want to use Nairobi, make sure you ask the courier service how you’ll get your passport back. Have you received your PPR? If yes please share your timeline.

Why Kenya?

If you used Nigeria as your location when you applied and submitted your application, then the only place you can send your passport to is VFS here in Nigeria unless you’re asked to send it to another location.

If your location has changed. You have relocated out of Nigeria after you submitted your application, then you can send a message requesting to submit your passport to VFS at your new location
