Who declared himself underage just to be placed in foster care?

When you declare certain information in your entry documents purposely to mislead, it is considered fraud. Claiming to be a minor when you are a grown-ass man of 21 means he lied in the forms he submitted to UK government. I know in our part of the world, it’s normal to lie and cheat without consequences.
