From experience when I was building my house it's not possible why? The foundation alone will consume more than a million if you want a solid foundation with reinforce pillars and taking into consideration that the area is a flood zone.

What has the topic to do with government and Islam? It's your fellow Christan that is asking for money not Muslim get it right. Also go North and build the hospital, they will even give you free land and labor for the project. You get it wrong when you said that government will collapse forgetting that some of those that pay tithes are government worker or contractor.

If us is not afraid of repercussions why upgrade security in new York and other cities. The fear is us does not know the military capacity of Iran .The major war been fought is cyber war not convectional war that is why Iranian were able to bring down us most expensive drone.
