Governor Babajide Sanwo-olu of Lagos state on Tuesday, March 24, issued a sit-at-home order across the state to enable the government tackle further spread of coronavirus. A week later, President Muhammadu Buhari in a nationwide broadcast, ordered a lockdown across Lagos, Abuja and Ogun states as part of measures to curb the disease. However, since the lockdown order by Buhari took effect on Monday, 30th March by 11pm, there have been many criticisms and outcries as citizens lambasted government for not providing palliatives to enable people cope during the shutdown. With over a week into lockdown for residents of Lagos state, some Lagosians have taken to the streets to lament and even challenge members of the state’s task force. The Ministry of Mines and Steel Development on Thursday assured Abuja residents that there was no cause for panic, following another report of Earth Tremor occurrence in Maitama District, Abuja. Mr Ishaku Kigbu, Special Assistant to the Minister of State of the Ministry, made this known in a statement in Abuja. He said the NGSA technical team were still conducting further assessment of the occurrence. Kigbu said the tremor which lasted for a minute occurred at about 12.26p.m. The News Agency of Nigeria (NAN) recalls that vibration and movement of the earth occurred in September in Mpape and parts of Maitama District, Abuja. “The Nigerian Geological Survey Agency (NGSA), an Agency of the ministry, saddled with the responsibility of such occurrence had despatched a technical team to the location for assessment. “The report said that an internal response protocol was immediately activated, and relevant Government agencies such as the National Emergency Management Agency, the Federal Capital Territory Administration and other stakeholders were informed. “The preliminary findings indicated that the tremor occurred 12.26 p.m. around Panama Street in Maitama District,” he said. The minister’s aide said that after field evaluations, the NGSA determined that the intensity was about 3.0 on the Mercalli Intensity Scale, which means it was felt indoors and lasted less than a minute. A Federal High Court sitting in Abuja has ordered the Nigeria Police Force, IGP and the FCT Commissioner of Police to pay N50m to Charles Oputa, a.k.a Charly Boy, the convener of ‘OurMumuDonDo’ movement. The News Agency of Nigeria reports that Justice John Tsoho awarded the amount on Monday while delivering judgment in a fundamental rights suit brought against the Police by Charly Boy. He said the sum was a compensation for the violation of his rights to dignity of the human person, freedom of expression, peaceful assembly and association. Tsoho added that the Police should publish an apology to Charly Boy in two national newspapers. NAN recalls that in a suit filed on March 29, Charly Boy had accused the Police and their officers of harassing him and members of the OurMumuDonDo campaign during the #ResumeOrResign protests. Charly Boy, through his lawyer, Mr. Inibehe Effiong, argued that the Police attacked the group during a peaceful demonstration at the Unity Fountain in Abuja. He asked the court to determine whether the “use of water cannons, teargas canisters and wild Police dogs to harass him and members of his group during the said peaceful protest on August 8, 2017 was constitutional.” He argued that the act was an infringement on his fundamental rights, freedom of expression, peaceful assembly and association as enshrined in sections 34, 39, and 40 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended). Charly Boy, therefore, prayed the court to make a compelling order on the FCT Police and their commissioner to publish a public apology to him in five national newspapers. He also demanded that payment of the sum of N100 million as general damages be awarded to the applicant as well as direct that N400 million be paid as exemplary damages by the Police. Delivering judgment on the case marked as Suit No. FHC/ABJ/CS/343/2018, Justice Tsoho held that there was no evidence that miscreants invaded or stormed the premises of the protest as alleged by the police. On whether the Applicant was entitled to stage the protest, the court held that protest is a constitutionally-guaranteed right, provided it is done peacefully. “The Respondents (the Police) need not exercise an uncommon aggression and mayhem to ward off alleged miscreants. “The law is that the court has the right to grant redress to anyone whose right is violated and the applicant is entitled to a remedy. “Relief four is granted and the respondents are ordered to publish an apology to the applicant in two national newspapers for violating his fundamental rights. “The sum of N50m is awarded against the respondents as general and exemplary damages,’’ Tsoho ruled. Reacting to the judgment, Charly Boy’s counsel, Effiong, described it as “a resounding victory for democracy, freedom of expression and peaceful assembly in the country.” “This judgment sends unequivocal message to the Nigerian Police that they have no power to stop or disrupt peaceful protests by Nigerians. “The Police, by this judgment, cannot invent flimsy excuses to stop citizens from exercising their fundamental rights to freedom of expression and peaceful assembly. “I am highly elated by this victory for democracy,’’ Effiong said. The Chairman of Agatu Local Government Area of Benue State, Mrs. Comfort Alhassan, has advised officers of Nigeria Air Force on Quick Response Mission in the council area to avoid illicit relationship with village girls or face the wrath of gods. Alhassan told the News Agency of Nigeria on Friday in Agatu during the activation of the 21 Quick Response Wing of NAF in Agatu that any illicit sexual relationship with the girls would spell doom for the soldiers. NAN reports that the Chief of Air Staff, Air Marshal Sadique Abubakar, was in Agatu to activate the 21 Quick Response Wing of the NAF situated in the local government to deal with cases of insurgency in the area. NAN reports that in 2016, the entire the local government area was sacked by herdsmen who forced their way into the place, displaced farmers and set houses ablaze. The chairman said the advice was imperative owing to the fact that ” your body is not wood, but I advise you not to get swelled by your emotions, if you are in love with them, notify their parents of your intentions, but avoid illicit sex with them”. She, however, commended the Federal Government for situating the quick response wing of the Air force to her local government council, saying, ” now we can sleep with our two eyes closed”. She promised to support the soldiers by providing their food needs, adding that “whatever their needs, they should ask of us”. Alhassan also commended the Federal Government for drilling a borehole within the vicinity of the military facility to supply water to the host community and assured that the facility would be protected.
