Poor implementation is the smaller problem. The main issue is that evil creatures like their BAT in particular and his cohorts are the ones mopping up and hoarding the new Naira notes to not only use it for vote buying, but also to weaken the poor masses and make them more receptive of manipulation, and incite them. Obi isn't the one mopping up the Naira notes that were made available by the CBN to the banks.
