yes u need a precise knowledge of html and css.. you would be needing javascript and php inorder to make the web page interactive .

start with html. it might take you a week or two, then move over to css (css3) this might take you 3 or more weeks to learn. finally move on to php or javascript.

then take to the leading web development platforms like joomla, wordpress, and drupal as web frameworks e.t.c

after that you can advance your skills by learning ajax, xml, ruby on rails, python, aspx coldfussion e.t.c
