Bush team, Congress negotiate $700B bailout By JULIE HIRSCHFELD DAVIS and DEB RIECHMANN, Associated Press Writers
1 hour, 10 minutes ago

The Bush administration asked Congress on Saturday for the power to buy $700 billion in toxic assets clogging the financial system and threatening the economy as negotiations began on the largest bailout since the Great Depression.

The rescue plan would give Washington broad authority to purchase bad mortgage-related assets from US. financial institutions for the next two years. It does not specify which institutions qualify or what, if anything, the government would get in return for the unprecedented infusion.

Congressional aides and administration officials tried to fill in the details of the proposal. The White House hoped for a deal with Congress by the time markets opened Monday; top lawmakers say they would push to enact the plan as early as the coming week.

"We're going to work with Congress to get a bill done quickly," President Bush said at the White House. Without discussing specifics, he said, "This is a big package because it was a big problem."

But lawmakers digesting the eye-popping cost and searching for specifics voiced concerns that the proposal offers no help for struggling homeowners or safeguards for taxpayers' money. Democrats say it must include mortgage help so borrowers facing foreclosure can stay in their homes.

Sen. Chuck Schumer, D-N.Y., called the plan "a good foundation," but said it was missing "some kind of supervisory authority, and some kind of protection for homeowners and taxpayers."

Still, he said such measures shouldn't slow the package down. "If we wait too long, the floor could come out and everything could crash down," Schumer said.

The proposal would raise the statutory limit on the national debt from $10.6 trillion to $11.3 trillion to make room for the massive rescue.

"The American people are furious that we're in this situation, and so am I," the House's top Republican, Ohio Rep. John A. Boehner, said in a statement. "We need to do everything possible to protect the taxpayers from the consequences of a broken Washington."

Signaling what could erupt into a brutal fight with Democrats over add-on spending, Boehner said "efforts to exploit this crisis for political leverage or partisan quid pro quo will only delay the economic stability that families, seniors, and small businesses deserve."

Bush said he worried the financial troubles "could ripple throughout" the economy and affect average citizens. "The risk of doing nothing far outweighs the risk of the package. ,  Over time, we're going to get a lot of the money back."

He added, "People are beginning to doubt our system, people were losing confidence and I understand it's important to have confidence in our financial system."

Democratic Sen. Max Baucus of Montana, the Senate Finance Committee chairman, said he would push to add measures "that keep the burden of this bailout off taxpayers, mostly by making reasonable requirements of the companies asking for this emergency help."

Neither presidential candidate took a position on the proposal. GOP nominee John McCain said he was awaiting specifics and any changes by Congress. "This financial crisis requires leadership and action in order to restore a sound foundation to financial markets, get our economy on its feet, and eliminate this burden on hardworking middle-class Americans," McCain said in a statement.

Democratic rival Barack Obama used the party's weekly radio address to call for help for Main Street as well as Wall Street.

"We need to help people cope with rising gas and food prices, spark job creation by repairing our schools and our roads, help states avoid painful budget cuts and tax increases, and help homeowners stay in their homes," Obama said. "And we must also ensure that the solution we design doesn't reward particular companies, or irresponsible borrowers or lenders, or CEOs, some of whom helped cause this mess."

Their language reflected a tricky balance that politicians in both parties are trying to strike, just six weeks before Election Day: Back a plan that doles out hundreds of billions to companies that made bad bets and still identify with the plight of middle-class voters.

Besides mortgage help, Democrats are considering attaching additional middle-class assistance to the legislation despite a request from Bush to avoid adding controversial items that could delay action. An expansion of jobless benefits was one possibility.

Bush sidestepped questions about the chances of adding such items, saying that now was not the time for posturing. "I think most leaders would understand we need to get this done quickly, and you know, the cleaner the better," he said about legislation being drafted.

The draft does not specify which financial institutions would be eligible for the help, leaving open the question of whether hedge funds or pension funds could qualify. Congressional aides said that omission appeared to be by design, as the question of who could get help under the bailout is still up for negotiation.

The proposal does not require that the government receive anything from banks in return for unloading their bad assets. But it would allow the Treasury Department to designate financial institutions as "agents of the government," and mandate that they perform any "reasonable duties" that might entail.

The government could contract with private companies to manage the assets once it purchased them.

Treasury Secretary Henry Paulson says the government would in essence set up reverse auctions, putting up money for a class of distressed assets — such as loans that are delinquent but not in default — and financial institutions would compete for how little they would accept.

If enacted, the plan would give the treasury secretary broad power to buy, manage and sell the mortgage-related investments without any additional involvement by lawmakers. It would, however, require that the congressional committees with oversight on budget, tax and financial services issues be briefed within three months of the government's first use of the rescue power, and every six months after that.

Simibrazil,
The reason I would not have opened a Brazilian thread is that I'm not myopic minded and as such would not claim repository of knowledge on all Brazil issues. It would be fallacy and rumor mongering if I based my perceptions as facts that pertain to everybody. You said by your perceptions not by standard methodology of statistics, so how could reach a conclusion by knowing a handful of  " Nigerians". I could not prove what is unproveable " you linked all Nigerian men with Islam" so need I prove you wrong on this as well? If you came to this forum with predetermined outcomes and responses, I can only point to a few stereotpyes about Brazil that could not be applied to every Brazilian.
You mentioned western values, but you failed to take into cognizance   that everyman is not the same and should be treated individually not based your unsubstantiated perceptions. In the west, folks are treated individually and you cannot assume to represent everybody without any research or sampling to back it up. So on these facts, I cannot debate you on your misinformed piece since that that will give credence to your innuendos. Your judgment of Nigeria by western values is also disingenuous given the fact Brazilians would not like to be compared by western values. Even China with centuries of civilization still holds Chinese cultures and values in high regard.

Simibrazil,
Since you  assume to know all Nigerian men, would it be suffice to say that all Brazilian men are gang bangers. Are you saying that Brazil is cradle of western civilization? Get real and tell us  what  are the statistics on violence against women, homicides, rapes and domestice abuses in your country. From your ignorant post, you tied every Nigerian man to Islam as if  to say that Nigeria is Saudi Aradia of Africa. Would it be proper to describe Brazil as a country  ridden by prostitution, ponography ,drugs and gangs? How about the fact that blacks are second class citizens  or that blacks would have  to achieve Pele status in order to be recognized as first class citizens. How does Brazil treat its indigenous population? So how about Brazil being the murder capital of the world with highest murder rate?

"Boasting some of the sexiest people ever to be stabbed repeatedly at night, Brazil is home to perhaps the most attractive victims of carjacking, robbery, and violent assault in the world"

Just same old way of making or not making your points. Remember argue points with rhetoric or no points at all. Just like when we argued about healthcare, educated Nigerians in the US etc. Always saying that some facts or points don’t really count without providing contrary evidence. You still have not listed your values.

Good luck

Do I hate gays?
Am I against people having good health care?
Do I wake up every morning thinking I am black and that is what should count in whatever decision I make?
Does my believing in people being more responsible mean I am a fascist?

I don't get it. I really don't. What lines in those posts support these bogus claims you keep making? I don't understand how a human being who has never and will never meet me assumes he knows everything about me to the extent of making claims and deductions that I continue to point out are not based on my reality, yet he continues, thinking he is right because he deduces this to be his fact.

The point is that you keep arguing with yourself even when the points are made clearer to you. I have never used the word fascist or said that you are against good black health. This topic is in response to your “issues” that are of concern to you and your folks this election season. My point is never being about hating guys and lesbians, but about your belief that it's abomination or immoral. The point is that you think that saying that gays and lesbians are sinners is not as the same thing as immoral behaviour. Maybe you thought that we never had discussion anything like this. Could you in your own language tell me what did not say or had not intended to say. Are you saying that those postings were made up since you never acknowledged that we argued about Robertson and Co or moral behaviours? You completely denied about these discussions until I scooped up these postings. What's your contention here?
My deduction is based on your assertion that issues might be at stake this time around, so I reminded you of your previous postings on gay issues. I'm still, waiting for the list of your issues since you dont want to make this about yourself. One thing is clear, this is about your previous postings, so why do you keep talking about yourself as if I said something about your appearance instead of what you had said on this forum?

See, I love the way people like to claim I POSTED SOME TIME AGO but when I ask them to show me where, they never come back with a response to show these things. Again I ask you, SHOW ME WHERE I HAVE MADE SUCH CLAIMS. SHOW ME!!! Is it too much to ask of you for something??

Not everybody on this forum has selective amnesia. Why dont you go  ahead and re-read these postings

https://www.nairaland.com/nigeria?topic=125099.msg2158648#msg2158648

You make deductions BASED ON WHAT? So far, I can tell you that you have me wrong but then again, I know I will be wasting my time trying to tell you that, so instead I ask that you SHOW ME how you came to these "DEDUCTIONS" of yours instead. But then again, I think what I will end up doing is going the same old way of telling you to learn to read people's posts as is instead of INJECTING YOUR OWN ALREADY MADE IDEAS IN BETWEEN THE LINES. GOSH!!!

Once again, If you already have me figured out, why are you trying to discuss this or any issue with me?? I really have better things to do than continue this ROUND-THE-GARDEN game with you

You keep sounding as if it takes rocket science to interpret what you put out, so its not about having you figured, because "I got 99 issues figuring you out aint one" cos im not asking you for date. You always have this one liner "  you said what I did not say or mean to say or not intended to say, bla bla, Your words have implicit and explicit meaning, we ve got to look at them carefully cos we are not dullards. Why dont you always put a disclaimer " This is what i wanted to say nothing more  nothing less"

You still have not listed issues that are of utmost importance this election season

How did you get this information? Is it that you are a Psychic or something? Because I do not remember discussing the above subject with anyone on here as far as to tell anyone where I stand. If you believe you know me so well, Why do you continue thinking you can debate me, when you clearly know all my answers and apparently, can read my mind?

It seems you easily forget what you put on this forum. Maybe you need to go back to our previous discussions where I had mentioned to you that likes of Pat Robertson and Jerry Farwell castigated gays and lesbians as immorals and you fully agreed with them. So, your answers are on public domain. Also take into consideration that this is not the first time we are talking about Obama unless you have a clone who swaps login ID with you, so go and do your research.

I am saying IF YOU BELIEVE YOU HAVE ME ALL FIGURED OUT AS YOU CONTINUE TO CLAIM YOU DO, why do you think a discussion can exist? Why not Move on to the next person WHOM YOU HAVE YET TO FIGURE OUT instead and then you can actually have a DISCUSSION. I am not sure if you are privy to the meaning of the word discussion

because you said that where you live that your so called "values" would play a very big role, then I went ahead to list some of the values that might be at stake in this election, so why dont you list some of the values folks like you will be voting for. I really do not have time to insinuate what are going to say, I make deductions by what u said and what they implicitly mean. Im not a monolithic writer _ garbage in garbage out, so I have to give a thought to what you said, so If U think that you words can not be carefully looked into and analyzed, then you are dealing with wrong people, cos Nairaland is not for Kindergarteners.

Kobojunkies,
I know some of your values which are that Gays and lesbians are immorals or that they should be derided for causing 9/11 as emphasized by Robertson and Co. Trust me these kind of things will not be at play this time around. Most everyday folks will not vote for the same gang that brought them $4 a gallon of gas, Most folks will not vote for the same gang that plundered huge surplus of Clinton years, most folks will not vote for the same gang that wrote oil laws for oil companies and went to the highest court to prevent members of the public from having access to the memos, most folks will not vote for the same gang that brought down likes of Fannie and Freddie, most folks will not vote for the same gang that borrowed money from China in order to give the rich tax cut. Most folks will not vote for the same gang that wrecked the economy. These are the values which are even more felt in your own Ohio.

Bbng,
Are you saying that this discussion is beyond your understanding? What was your exact question?

Kobojunkies,
You seem to fall among those who would  want Obama to be classified as a black candiate which  he is not, He did not run a race based campaign during the primaries. He did not mention  his races  (black and white) during his accptance speech. His speech at DNC was more of substance than John Mcain's at RNC which was as a POW vote for me.
You just remind of some folks  about 10% of them who desperately want him to be a Muslim. For your info, Obama is not your average black man, so many Americans of all races cannot equal what he has done and he is one of many US politicians who moves between black and white seamlessly.

I wonder if you have bothered asking your Folks why it took them  more than 2 centuries to remember that a woman deserves to  deputize in piloting affairs at  the White House or have you asked your white friends why most of them will vote for Obama or why  "stupid and lame"  Europeans came out in droves to him speak. Maybe they are all racist since I dont know the word to describe a white person who adores a person of colour.

I wonder if you have bothered asking  some white voters  in West Virginia why they might not vote for him "  race was a  factor" in their voting decision during primaries.  This sounds like calling black folks who voted for him racists even when most of them have voted for white folks their whole life. Or  some Hillary supporters  who felt that black folks were racist even they had overwhelmingly voted for Bill  up to 80% of them.  Your views are always sentiments and personality driven. Sounds like I am a mom, deer hunter, archer, moose hunter, soccer mom, hockey mom, riffle trigger happy mom,and I have a pregnant teenager, elect me as your VP. This is US of A where 60s political lyrics  are used in 21st century politics.

These are hard times, so Americans are  not ready for  value and personality politics, but pocket politics.

its very tiresome always having to educate some smartasses on this board.

So just because you're seeing some propaganda photos on this thread, that means there are no professionally taken pictures of Nigeria?

It seems that a  smart ass like you cannot differentiate between propaganda and realities. What is propaganda about having a well tarred road, what is propaganda about building magnificent structures? Or are you saying that these structures are fake or that a non professional photographer could make  those wonderful structures look awful ? Are you saying that a professional photographer could make  withered National Stadium –Surulere look so succulent and fresh? Get real folk!!

Yet when people do take high quality pictures of the country, folks like you will still come and whine about how they prefer to see pictures of Nigerian slums.

This argument is nevre about Nigerian slums, its about SA showing itself to the world. Its very clear that SA has got ten stadia to host the World Cup and Nigeria has only Abuja Stadium that will meet international standard. Its quite that SA has got world class cities like JOburg,Pretoria, Durban, Cape Town, Port Elizabeth etc  that cannot be found  anywhere in Nigeria.

South Africa was built by and for white folks. Nigeria was built by and for Nigerians. Some of the construction is done by foreign companies for buildings that will be used majorly by Nigerians. last time I checked, Nigerians were mostly black. If you know better, then keep displaying your so called knowledge.

Your argument implicitly means that whites are held  to a higher standard and blacks are held to a lower standard. If South Africans are leaving in a more organized country- its because white folks are used to finer things of life and blacks are used managing things. Lets keep the status quo.  Needles to point on your naivety   of though that “Nigeria  was built by and for  Nigerians”. I wonder if you have really felt a “built” country? Its this type of defeatist attitude that has kept us from any economic advancement. Check SA ecomonic progress since apartheid ended, theirs has been an upward growth and ours has been a downward spiral. Check their black leadership with ours. Today, SA has built and still building one of the fastest growing middle class in emerging economies. Nigerian black leadership has managed without any interference  her affairs in the last 48 years and has nothing to show for it, while SA has managed herself in less 20 years and has so many things to show for it – including the  World Cup 2010.

What difference does it  make if you were educated in the West and  someone tells you that the reason you are smart is because you were educated by whites? Have you thought of the fact that the Word processor you are using on your PC was developed by a white man? Does that make you a white clone? Maybe you should  tell that to Soyinka since he was educated in the UK.

If you hire and pay a white contractor to build your house in Nigeria, , is that the same thing as a white man buying, constructing, owning the house and passing it on to his descendants. Think before you type.

Today, SA has black entrepreneurs who are rich and famous as Dangotes. It took48 years for a Nigerian to be listed on Forbes List of Billionaires, while it took SA less than 20 years to produce a black billionaire who has more genuine business ventures than some Nigerian business men and women, its called South African speed, which means that if it takes SA black leadership a year to complete a task, it will take black Nigerian leadership 3  years to complete same task.

A lot of foreign companies are in Saudi doing construction jobs. They are doing it for the pay, not because they want to settle permanently in Saudi.

If we are talking about a black nation that is wholly  independent , then Nigeria should have been a model since its 95% black, yet Botswana  which has a black majority is   much more efficient and better managed. So, have a reality check.

Once again, if the oil is being drilled by white folks, so what? If white folks did not discover a use for the oil, would you be here complaining about it? Blind nationalism is what you are guilty of, since you refuse to face reality thanks to your delusional worldview. Instead of griping and whining about whites drilling the oil, why not try to find ways to use your own common sense creatively and in ways that will profit you personally., unlike what you're doing here.

Does this not contradict your statement that “Nigeria was built for and by Nigerians” Let’s subject ourselves to the same standard that we tend to subject others.

what's substandard with the pictures you're complaining about?

Have you ever heard of different camera and photo qualities? If a professional photographer takes the pictures for propaganda purposes (as was done with many of the south African stadium photos), then maybe you'll understand the difference. Please go easy with your whining.

If Julius Berger was the construction company handling Abuja and other places, so what? What exactly is your point here? If Nigerian oil is being drilled by foreign companies- so what?  Who discovered and invented the technology needed to drill oil? Was it Nigerians?

think before you whine, plz

Pictures dont lie, I see your inequality of thought process. If SA presented good and actual pictures of their country- its called propaganda, Nigerians can always live in squalor and hope that  no professional photographer will see  it. If I may ask is Nigeria allergic to professional photographers?  I dont know why people like you , in spite of your western influence think that being Nigerian is accepting the lowest common denominator of life.  We can do better.  Why is it  whining when folks like  you think that SA was and is built by white folks. As a matter of fact that black folks do not deserve any  praise for accelerating and spreading the economic potentials of that country. Im not whining when folks like you  insist that  white folks were and are responsible for  anything positive in SA even when you have not acknowledged that  our economic mainstay-oil  is being drilled  by white folks. This is double standard, not whining. Get it ok.  Enough of this hawkish nationalism.

yeah might not be magnificent as you said but atleast its truly black african built,

So "African built' means substandard or black African built. Why do we have to use lowest common denominator to describe progress in Nigeria. Why are we not mentioning the fact  that Abuja was built by Julius Berger - foreign company but registered in Nigeria or that Nigerian oil is being drilled by foreign companies?

I mean criticism borne of comparative analysis. Could it be possible that your self-criticism might be borne of Apartheid struggle, while that of some Nigerians will be a comparative analysis with other countries?  Most Nigerians know that Ghana has lower crime rates and steadier electricity than Nigeria.  How many S/Africans know that there is something good about other African countries? How many S/Africans know that Botswana has a higher GDP per capita than SA? So this informs your decision on what to criticize cos comparison is based on two or more known conditions. If you only know a condition, you assume that its a standard, this alludes to some of your posts as to why some SA dont know much about some other African countries.  My point is that there is good in all of us.

wether we like it or not, SA  has consolidated on the gains of economic and infrastructural developments. It has built a thriving middle class-one of the fastest amongst developing nations. For instance, BEE has helped folks like Motsepe to climb to Billionaire's club. In less than 15years,  it has produced a first black billionaire  who is as rich as Oprah Winfrey, while it took Nigeria 47 years to produce same feat - for Dangote. Also Mr Motspe business revolves around genuine ventures without so "much " govt connection, but likes Dangote bankrolling PDP conventions in order to monopolise everything. SA's level of decency outweighs that of Naija. Also remember it is not  the wealthiest country in terms of GDP per capita, but it has got the best infrastructure in terms of economic development. Botswana is richest in terms of GDP per capita, but i dont think that it has got infrastructures comparable to SA. So SA folks , this is where your govt needs to do more  by telling you that some Africans are having it better than us. Not all poor folks are Africans without S and not all  Africans are poor. If you do the math, Nigeria by its population may have more affluent more folks  than SA- downside it also has more poverty stricken folks  than SA.  my 2 cents.

Its also possible that Nigerians will be  the first to tell you that their country sucks. I seem to notice that some other countries  don't seem  to see  bad things in their countries. I had a  confrontational  discussion with a Somalian who said  to me that Nigerians were all  bad folks and when I asked him about terrorism, he told me that  he did not believe in western classification of terrorism. I was dumbfounded. I think people use a different rationale to accept  bad situations in their domains.

I read that ANC Govt has built millions of houses since coming into power, while same thing cannot be said of Naija. I would also think that enthroning a majority rule set a high bar for SA govt, because folks would say " now you are in charge" take care of your own people. No more excuses.

Imagine buying a house and you are told that you have 50% chance of making it your own or losing it. Chances of a marriage surving is 50-50. I have no qualms if all forms of relationships are accepted by religious folks not telling Africans and Asians that polygamy and polyandry are sinful,  while  telling us to that accept gay/lesbians pastors. That's a double standard.   I think that some folks don't get it, you don't force church to accept your behaviour or not to judge you, instead you form your own church  or find a church that tolerates your ideas. There is church for satanic  beliefs, they dont go about telling people to integrate them into their congregation. So I think that there needs be  a balance. I have my own church that is  me with my beliefs and I cannot crusade for folks to accept me. I think that it will defeat the purpose for which I stand for.
Politics › Re: Soludo Slams Northern Leaders Over Poverty by adconline(m): 5:09am On Jul 25, 2008
Well said by Soludo, but the progress made by southerners is easily erased by innactions of northern elites, so Nigeria is still under- educated- underdeveloped. Germany is still paying the price today for re-unification of Eastern Germany with the West.Katrina  told Americans that equality requires long term and consistent actions. Like Martin Luther King  said" injustice to one is injustice to all"  I applaud Soludo for saying it  the way it is "its not the truth you know, but the truth you  speak" All those  so called northern leaders know the truth, but have refused to say it with the exception of Col Umar.
