For instance, The FIRS is currently harassing Free Zones across the Country under the guise of tax compliance, they are trying to harvest all the efforts that Free Zone Authorities have put in over several years to attract numerous i investors into Nigeria's FZs. They are doing this without either a full undrstanding of how FZ works or they know but only care for immediate financial gain.
The way they are going about it may result in the Country not only scaring away potential investors but may inevitably lead to capital flight and exit of existing investors.

You are not completely right. Yomi Awoniyi and Samuel Akande were deputy governors and come from the Yoruba part. Also, they have produced an acting governor. However, they have struggled to be politically relevant in recent years.
