It's very simple. UAE'S economy is not as big as Nigeria but they can spend $15bn on defence in one year which would be probably far more than 2 % of GDP. If Nigeria spends 2% of GDP on defence , it s already $10bn but we cannot find that money because our tax revenue s are low

The 2% GDP is a benchmark that means different things to different countries.

If you are selling oil and don't have a large population you can do a lot of things even if your GDP s not much
